SUBJECT: ADOPT RESOLUTION NO. 18-06 TO APPROVE CITY'S COMMITMENT
TO PROJECTS SUBMITTED FOR INCLUSION IN THE 2019 FEDERAL
TRANSPORTATION IMPROVEMENT PROGRAM
SUMMARY
City Council adoption of Resolution No. 18-06 will certify that the City has resources to fund
projects submitted for inclusion in the 2019 Federal Transportation Improvement Program
(FTIP) and affirms its commitment to implement all projects in the program. The FTIP is a
capital listing of all transportation projects proposed over a six-year period.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 18-06 certifying and affirming its
commitment to have the resources to fund the projects submitted for inclusion in the 2019
Federal Transportation Improvement Program.
FISCAL IMPACT
The recommended action will enable the City to receive cost-sharing project funds from Federal,
State of California Department of Transportation (Caltrans) and/or Orange County
Transportation Authority (OCTA) sources, under the Transportation Improvement Program.
At present, the City is eligible to receive funds for the following project:
• Main Street / EI Camino Real Improvements (Construction phase)
• Newport Avenue Extension, Phase II (PS&E phase)
CORRELATION TO THE STRATEGIC PLAN
The projects contribute to the fulfillment of the City's Strategic Plan Goal B: Public Safety and
Protection of Assets. Specifically, the projects implement or foster the implementation of
Strategy #3, which among other items is to ensure continuous maintenance and improvement
of transportation facilities.
DISCUSSION
The Transportation Improvement Program (TIP) is a program designed to assist local
government agencies utilizing Federal, State and/or OCTA funds. In addition, OCTA approves
the projects to which the funds are applied.
In order to receive the cost-sharing project funds previously approved by OCTA and/or Caltrans,
the City's commitment to have resources to implement the projects under the said program is
required.

Resolution No. 18-06 designates the commitment by the City for the 2019 Federal
Transportation Improvement Program for these projects which will be submitted to OCTA prior
to January 31, 2018, as per FTIP guidelines and as also required biennially by OCTA.

RESOLUTION NO. 18-06
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN WHICH
CERTIFIES THAT THE CITY HAS THE RESOURCES TO FUND THE
PROJECTS SUBMITTED IN THE FFY 2018/19 — 2023/24 FEDERAL
TRANSPORTATION IMPROVEMENT PROGRAM AND AFFIRMS ITS
COMMITMENT TO IMPLEMENT ALL PROJECTS IN THE PROGRAM
WHEREAS, the City of Tustin is located within the metropolitan planning
boundaries of the Southern California Association of Governments; and
WHEREAS, the Tustin City Council has authorized project submittals to Orange
County Transportation Authority's (OCTA) Federal Transportation Improvement
Program (FTIP) as noted in Exhibit A; and
WHEREAS, the City of Tustin is the lead agency for projects and will comply with
applicable local, state, and federal provisions including but not limited to the Federal
Transportation Improvement Program, California Environmental Quality Act, National
Environmental Policy Act, Americans with Disabilities Act, and Buy America; and
WHEREAS, the City of Tustin agrees to construct Transportation Control
Measures projects as noted in the amendments in a timely manner.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Tustin, does hereby affirm the City's commitment to the projects submitted in the 2019
Federal Transportation Improvement Program.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin, California, held on the 16th day of January 2018.
