(CIP NO. 50038) AND TUSTIN LEGACY LINEAR PARK IMPROVEMENTS (CIP
NO. 20077) SEGMENT 1 AND 2 CONSTRUCTION PROJECT AND
AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION
SUMMARY
Construction of the Detention Basin Landscaping and Water Quality Installation (CIP No. 50038)
and Tustin Legacy Linear Park Improvements (CIP No. 20077) Segment 1 and 2 Construction
Project has been completed to the satisfaction of the City Engineer and is now ready for City
Council acceptance.
RECOMMENDATION
It is recommended that the City Council take the following actions:
Adopt Resolution No. 18-07 accepting the construction of the Detention Basin Landscaping
and Water Quality Installation (CIP No. 50038) and Tustin Legacy Linear Park
Improvements (CIP No. 20077) Segment 1 and 2 Construction Project; and
2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange
County Recorder's Office.
FISCAL IMPACT
The final construction cost for the Detention Basin Landscaping and Water Quality Installation (CIP
No. 50038) and Tustin Legacy Linear Park Improvements (CIP No. 20077) Segment 1 and 2
Construction Project is $5,137,001.79, including authorized contract change orders in the amount
of $647,521.76. Two notable changes during the course of construction included a change in the
utility electrical power point of connection for the monument signage pursuant to Southern
California Edison and the installation of 90 feet of 48" reinforced concrete storm drain pipe and
headwall outlet structure to the basin, originally included within the Red Hill Widening Project. The
cost for these two modifications were $176,080 and $189,017, respectively.
Sufficient funds were budgeted and appropriated in the Capital Improvement Program. The project
is partially funded by the OCTA Measure M2 Environmental Cleanup Program Grant, in the amount
of $824,687.50 and the City is required to provide a match amount of $444,062.50.
CORRELATION TO THE STRATEGIC PLAN
The Detention Basin Landscaping and Water Quality Installation and Tustin Legacy Linear Park
Improvements contribute to the fulfillment of the City's Strategic Plan Goal A: Economic and

Neighborhood Development. Specifically, the project implementation of Strategy 1, which among
other items, is to develop critical phases of Tustin Legacy.
DISCUSSION
The detention basin project consists of landscaping, irrigation and water quality installation and
Segments 1 and 2 of the linear passive park in and around the detention basin consists of general
clearing and grubbing, grading, construction of trails and amphitheater, lighting, park amenities,
landscape improvements and Tustin Legacy monument sign installation at the corner of Barranca
Parkway and Red Hill Avenue. Construction of the project is deemed complete to the satisfaction
of the City Engineer and is now ready for City Council acceptance.
Segments 3 and 4 of the linear park from the detention basin to Armstrong Avenue including the
parking area landscape and park improvements will be constructed at a later date in conjunction
with the Flight Development project. Lincoln Properties is developing Phase 1 of Flight at Tustin
Legacy, a 400,000 -square -foot creative office campus which invites collaborative, non-traditional
workspaces. Flight will feature several amenities, including a market food hall with chef -driven
food and beverage concepts, a 6,000 -square -foot conference center for meeting and special
events, and direct access to Tustin Legacy Park creating a dynamic indoor/outdoor environment.

RESOLUTION NO. 18-07
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE DETENTION BASIN LANDSCAPING AND
WATER QUALITY INSTALLATION (CIP NO. 50038) AND TUSTIN
LEGACY LINEAR PARK IMPROVEMENTS (CIP NO. 20077) SEGMENT
1 AND 2 CONSTRUCTION PROJECT
WHEREAS, KASA Construction, Inc., having a contract with the City of Tustin to
construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted. Said public works and improvement is more particularly described as
follows:

50038) and Tustin Legacy Linear Park Improvements (CIP No. 20077)
Construction Project
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6t" day of February, 2018.
