CELANO, JR., CHIEF OF POLICE SUBJECT: ADOPT RESOLUTION NO. 18-03 DESIGNATING THE CITY'S AUTHORIZED AGENTS FOR STATE AND FEDERAL DISASTER ASSISTANCE APPLICATIONS SUMMARY: The California Office of Emergency Services (CalOES) and the Federal Emergency Management Agency (FEMA) requires a current City resolution on file to process state and federal disaster assistance claims. RECOMMENDATION: It is recommended that the City Council Adopt Resolution No. 18-03 designating the City Manager, the Finance Director and the Public Works Director as the City's authorized agents for state and federal disaster assistance applications. FISCAL IMPACT: There is no fiscal impact. This action will allow the City to seek reimbursement for emergency related costs. Designating the City's Authorized Agents for State and Federal Disaster Assistance Applications February 6, 2018 Page No. 2 BACKGROUND/DISCUSSION: The City of Tustin submits applications and other documentation as needed to the California Office of Emergency Services (CalOES) and the Federal Emergency Management Agency (FEMA) to recover costs associated with locally declared emergencies. These documents must be signed by a City representative who is designated by the City Council. The City Council is required to adopt a new resolution every three years. Approval of this resolution designates and authorizes the Chief of Police, Public Works Director and Finance Director to sign Federal Emergency Management Agency/California Emergency Management Agency applications, claims and other related documents for the purpose of obtaining state and federal disaster assistance. Stafford Disaster Relief and Emergency Assistance Act of 1988 provides for financial assistance to State and Local Governments during emergencies; and WHEREAS, the State of California Emergency Management Agency requires local agencies to designate an agent(s) to represent the local agency in matters pertaining to disaster assistance requests; and WHEREAS, Tustin City Code section 5200 designates the City Manager as the Director of Emergency Services. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that it determines and orders as follows: That the City Council of the City of Tustin, hereby designates the Chief of Police, the Director of Public Works and the Director of Finance as its agents to the California Office of Emergency Services and the Federal Emergency Management Agency for all open and future matters pertaining to disaster assistance such as the Agencies may require for up to three years from this date.
