Cooper 14311 Shadybrook Drive Tustin Ca 92780 Mr. Mayor & City Council, I had a group of neighbors come to my home last evening (Friday) and inform me that 3 homeowners on Fernbrook Drive held a secret meeting to complain that they wanted the PARKING PERMIT program taken out of our neighborhood. I say secret meeting because only a select few were invited to this event. An UNINVITED neighbor happened to walk up as the meeting was in progress, listened in and then let the rest of us UNINVITED neighbors know what was discussed. This rather small group of 3 homeowners do not want PERMIT PARKING because they simply do not want to clean out their garages and follow City of Tustin regulations which clearly states: 2 cars in the garage and 2 cars in the driveway and then any ADDITIONAL cars owned by homeowner will be issued a parking permit. These same residents all have driveways that comfortably accommodate 3 cars and several that can fit 4 just in the driveway (not including the garage spaces) THEY SIMPLY DO NOT WANT TO CLEAN OUT THEIR GARAGES LIKE THE REST OF US HAD TO DO. Our neighborhood consisting of Shadybrook Drive. Sandfield Drive and Fernbrook WAS a parking NUISANCE and thus we came together as a neighborhood, had all of the studies completed, and it was decided by the current City Council that in fact PARKING PERMITS were a necessity because of the following concerns we demonstrated: ***WE COULD NOT AS RESIDENTS PARK IN FRONT OF OUR OWN HOMES AND SOMETIMES NOT EVEN IN OUR OWN NEIGHBORHOOD BECAUSE THE MITCHELL STREET APARTMENT RESIDENTS WOULD PARK IN OUR NEIGHBORHOOD AND LEAVE THEIR CARS PARKED 7 DAYS A WEEK AND THEY WOULD ONLY MOVE WHEN STREET SWEEPER CAME.***** *** WE HAD TO PICK UP TRASH, ALCOHOL CONTAINERS, CONDOMS ON A DAILY BASIS********** ****WE HAD TO ENDURE NON RESIDENTS PLAYING LOUD MUSIC AT 3 A.M. AS THEY WOULD COME HOME FROM CLUBBING**** ** WE HAD TO ENDURE CARS LEAKING OIL ALL OVER OUR STREET, PEOPLE WORKING ON THEIR CARS IN FRONT OF OUR HOMES***** ***WE HAD TO SEND OUR FAMILY MEMBERS TO LAURELWOOD TO PARK BECAUSE THERE WAS NO PARKING FOR OUR CHILDREN OR FAMILY MEMBERS**** ***OUR NEIGHBORHOOD HAD BECOME A CITY PARKING GARAGE FOR THE OVERFLOW OF MITCHELL, NISSON RD. AND EVEN RED HILL APARTMENT RESIDENTS***** ***WE HAD OUR TRASH BINS MOVED IN TO THE GRASS SO A NON RESIDENT COULD PARK AND THEN TRASH TRUCK COULD NOT EMPTY OUR TRASH (WEEKLY OCCURRENCE) Obviously everyone has the opportunity to voice an opinion or concern which is the beauty of living in a free society BUT please know the accurate facts are that 99 percent of our neighborhood is extremely grateful to have been afforded the PARKING PERMIT program as it has allowed us to breath a sigh of relief knowing that our own kids and family members can safely park on the street on which they live. I have 3 kids in college and 1 boy serving in the Marine Corp, we have 7 vehicles. I had to spend above $5000.00 to remove built in garage shelving so that I could follow regulations of 2 cars in the garage, 2 in driveway and now we have 3 PERMITS allowing the other cars to safely park on our street. It was hard to comply with the Parking Permit regulations but the money spent was well worth it knowing that I could actually park on my own street again! Please keep our neighborhoods PARKING BY PERMIT ONLY policy in place. The majority in this neighborhood had to sacrifice using their garage for storage in order to fit vehicles in it but we all sacrificed a little to enjoy the privilege of parking where we live without having to battle non residents trying to park where they do not live. I live on the corner of and because of my location, our home was probably the most impacted by cars from neighboring apartments. On most nights, there was a car in front of my home. Except for the occasional car that stayed parked too long, and the occasional inconsiderate parker who left trash, it really was not that big of a deal. I was never put out by anyone who parked in front of my home. Despite not really caring too much about extra cars, the idea of permits initially appealed to me because it would reduce the few incidents of trash, but when I found out that you had to have at least 5 cars registered to the home to get one permit, I was quickly against the idea. Put simply, I believe that if I own my home, I should be allowed to park in front of it not matter how many cars I have. I respect the feelings of my neighbors who want to keep the permits in effect. And, I think there is an easy solution that will make everyone - even the City - happy. Allow homeowners to apply for and pay for permits regardless of how many cars they own. Putting these permits into effect in our area has had many negative consequences. We were once a very close community who did a lot together - had regular gatherings and celebrated holidays together. Now, we are split in half - those who want the permits and those who feel the'permits were forced upon them and are suffering because of them. Right now, I am in neither category as I can fit two cars in my driveway, but soon enough, I will have kids who can drive, and we will not be able to park at our own home. Not only has it made us less close, but it's making neighbors behave poorly. There is now a feeling that no one from outside our area is allowed to park on our street at all. I have witnessed neighbors try to scare people out of parking in our neighborhood well before the permit hours go into effect. I have witnessed verbal confrontations and neighbors photographing cars and people who park on our street. I have had people who work in my home accosted by neighbors because they didn't like the way they were parking. It's making this neighborhood uncomfortable to live in. It's not right. Beyond this, if the permits remain as they are, my family will have to move. Eventually my children will be old enough to have cars, and even if I wanted to park two cars in my garage, I can't. Prior homeowners built in cabinets and a work bench. Furthermore, cars today are much larger than cars were in the 1960's when our garages were built. There is no way we could fit our two SUVs in the garage. I love my home. I don't want to move. And, having to move because I can'tRtt a permit to park in front of a home I own seems senseless and sad. I truly hope that the City Council can reassess how permits are issued. In our opinions, the answer seems simple. We are all more than willing to pay for permits, we just don't like that you can't even do that until you can prove you can fit two cars in your garage and two cars in your driveway. It's simply not reasonable request, and it puts an undue burden on homeowners. At the very lest, please consider surveying residents or bringing a ballot measure on the issue so that all residents' voices are heard, not just a few. Let the decision be made by the people of this City, not a select few who happen to hold positions of power. Santa Ana allows its residents to apply for and pay for permits before they have 5 cars registered. This is just a much more reasonable solution and one that I hope you all can research and consider. Help us get our close knit neighborhood back. I ask that you continue to keep me updated on your plans to solve this issue. Thank you for your time. I look forward to the meeting tomorrow. But I wanted to put my 2 -cents in if I could. I have wonderfully nice neighbors but the parking situation on our street is terrible and I know it is driving our property values down. Pick up trucks and commercial vehicles and resident's cars line every square inch of curb space except for a few hours during the weekday. Some people park on their front lawns. And I became aware of a situation in which the property owner wanted to remove a huge beautiful tree so they could lay concrete in front of the house and create their own little parking lot. I hope I am not sounding callous and unsympathetic; it is an extremely difficult and complex problem. I do not have an answer. But doing nothing certainly sends the wrong message. Perhaps the over -night permit parking will be a start and help to restore and maintain this beautiful neighborhood.
