Dear Supervisor Spitzer, Your constituents residing on off of Santa Clara in North Tustin no longer feel safe due to traffic issues related to: 1. Poor design of Marshall Lane ingress and egress by the City of Tustin in the 1970's, ' further exasperated by the redesign including lengthening and raising speeds at the Santa Clara overpass of the 55 freeway; 2. The "twin" overpass in the area is Fairhaven Ave and no there is either stopping or no parking anytime between Tustin Avenue to A majority of the way towards Prospect Ave, and the residents would like the same restrictions imposed on Santa Clara Ave. Both PIP are major roadways heavily used by students and their parents regularly; ti 3. Increase of daily traffic from 7:30 am -9:30 am of frantic non-residents using the Rainier to Ethelbee route to avoid the stop sign at Yorba and Santa Clara is beyond unsafe and hinders residents from being able to exit their driveways safely; 4. Residents from the Latitude Apartments in Santa Ana are systematically occupying our County Streets including parking on Santa Clara, Ethelbee and Marshall Lane. The City of ' Santa Ana imposed permit parking only on all residential streets in the vicinity of the apartments forcing them to park in Tustin and North Tustin. A Retired highly decorated police officer specializing in community services informed me that the current city strategy is to combat unsafe occupancy numbers by taking away the parking availability. 32 occupants per bedroom is an Unconfirmed number but is his recollection. The Federal Housing and Urban Development Department is the agency that oversees policy in accordance with the Fair Housing Act. These Individuals and their aggressive and unsafe driving and parking habits are not going to go away unless we say "NO" we do not accept your lawless ways and destruction. I refuse to believe that my family and neighbors will be held hostage and have to fear for our families from non -county residents who are abusing our roadways and compromising our safety. 5. Representatives from our neighborhood have attended Santa Ana City Council meetings to bring this issue up with no resolve; a. Cars parked in the bike lane force cyclists into the flow of traffic and into harms way. Parked cars also create a visual hinderance of the cyclists by other vehicles. Finally, parked cars in the bike lane, cause the cyclists difficulty in seeing what is ahead. b. Cars parked on Santa Clara cause blind intersections that make it very difficult to see pedestrians and for them to see on oncoming traffic. In addition, with no sidewalks on Ethelbee, the additional traffic on Ethelbee makes walking children and/or pets a dangerous endeavor. c. With cars parked on Santa Clara, cars turning right onto Ethelbee do not have a safe environment to slow prior to turning. Thru traffic cars honk at slowing ' vehicles. Thus, cars turning into Ethelbee feel forced to turn at a higher rate of speed, making the front of my property very dangerous. d. With the above mentioned issue of cars turning at a higher rate of speed, it makes exiting our driveway extremely dangerous. I have almost been hit multiple times while pulling into my driveway as well as while exiting. e. People parking on Santa Clara are at risk themselves. They are having to exit itheir cars on a very busy street. Not only is the street busy, cars drive at a relatively high speed. Finally, the west bound direction of Santa Clara prior to Ethelbee is much more narrow, not allowing space to exit vehicles safely. Some of the motorist are parking partially over the line dividing the bike lane from the flow of traffic. Our ask is that you direct Orange County Public Works to conduct a traffic study and to: ' 1. Impose restricted parking as done in North Tustin near the trail entrance to Peters Canyon Regional Park for the County portion of Marshall Lane, Ethelbee Way and Rainier between Ethelbee and Yorba. I2. Impose no parking on Santa Clara between Tustin Avenue and Prospect Ave. 3. Impose no right hand turn from Yorba to Rainier from 7:30 am - 9:30 am at a minimum. Stop dangerous thru traffic. Close the intersection of Ethelbee Way and Santa Clara Ave to all but emergency vehicles would be the best, immediate, most cost effective and most permanent solution. This single change would solve all three serious safety threats from the three separate compounding road conditions. 4. Instruct Orange County Public Works to meet with residents to implement #1— 3. Thank you in advance for any and all the attention you are able to give the critical threats to our Public Safety on our own properties and roadways.
