While I would like to discuss how the City got here, the Parking restrictions already on the major arteries causing the auto overflow, and the lack of enforcement of the parking requirements for the mother in law quarters, I realize that for the most part, the Permit website is up and this is for all intents and purposes a done deal, so I would like to make a plea to the City Council about the requirement for parking on the garage skirts. In our situation on Pasadena Ave, on the Alley off 2nd street, we have to perform 3 to 4 "K" turns in order to position the car so that it can be parked into the space. In addition, it requires 3-4 more passes of rocking back in forth in order to get it back enough from the alley. This is not something anyone would consider a reasonable requirement for a parking space on a daily basis! We have no other parking available to us other than street parking on Pasadena Ave. To leave, we have to rock back and forth again 3-4 more times just to be able to turn back into the alley. Of course, this all assumes that no one has parked at the end of the alley, or in the alley, which happens quite often, even though the alley is posted as No Parking. The Parking on the Garage Skirt issue really only involves three residences on the alley, as the other residences have long ago either converted their garages into living spaces and are no longer counted as garage spaces, or have garages on Myrtle or 2nd Streets. I would ask the City Council if they would consider striking the requirement of parking on the skirt counting as a valid parking space, as it truly blocks in the two cars in the garage when it is utilized, and it is completely inconvenient and unusable as a daily parking space, again, we are only talking about three total street parking spaces if all three affected residences off the 2nd street alley are relieved of this requirement. I do wonder if it even meets the requirements of the Orange County Fire Authority - obviously if we parked on the skirt of our own doing and there was a fire where the fire department couldn't gain access to the garage, it would be our fault, but if the city mandates that we block the proper access for the fire department to the garage, will there be some liability for the city? Would it be possible to sue the city due to the mandated blockage? Also, the car parked behind the garage will block the opening of the garage door from the inside, denying exit through the garage should the rear portion of the house be on fire. It is simply NOT a viable parking space!!! Please, STRIKE the Alley Garage Skirt parking requirement as a usable space for Parking, it simply IS NOT, and it only affects 3 parking spaces in our area.
