PUBLIC HEALTH GOALS (PHGs) 2001-2003 REPORT
SUMMARY
Provisions of the California Health and Safety Code specify that large water utility system
operators prepare a special report and conduct a public hearing to give water system
customers information on levels of contaminants in the drinking water. Staff is requesting
the City Council set the public hearing for October 4, 2004.
RECOMMENDATION
It is recommended that the City Council set a public hearing for 7:00 p.m. on Monday
October 4, 2004 to accept and respond to public comments on the 2001-2003 Public
Health Goals Report.
FISCAL IMPACT
None.
DISCUSSION
The California Health and Safety Code mandates that all Public Water System operators
serving more than 10,000 service connections prepare a brief written report that provides
information on the detection of any contaminants above the Public Health Goals published
by the California Environmental Protection Agency's Office of Environmental Health Hazard
Assessment (OEHHA). The report must also list the detection of any contaminant above
the Maximum Contaminant level Goals set by the United States Environmental Protection
Agency for all other contaminants until such time as OEHHA has published Public Health
Goals for the other contaminants. Additionally, the report is intended to provide an idea of
the cost to totally eliminate any trace of contaminants from drinking water regardless of how
minimal the risks may be.
Staff is recommending that the City Council set a public hearing for 7:00 p.m. on Monday
October 4, 2004 to accept and respond to public comments to the report.
