HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE WALNUT AVENUE REHABILITATION BETWEEN RED Hill AVENUE AND BROWNING AVENUE (CIP NO. 7178) SUMMARY The plans and specifications for the Walnut Avenue Rehabilitation between Red Hill Avenue and Browning Avenue (CIP No. 7178) have been prepared and the project is now ready to be bid. A Notice of Exemption has been recorded with the County of Orange for the project as required by the California Environmental Quality Act (CEQA). RECOMMENDATION It is recommended that the City Council adopt Resolution No. 04-64, approving the plans and specifications for the Walnut Avenue Rehabilitation between Red Hill Avenue and Browning Avenue (CIP No. 7178), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The FY 2004-2005 Capital Improvement Program (CIP) Budget provides $720,395 for the construction of the Walnut Avenue Rehabilitation between Red Hill Avenue and Browning Avenue (CIP No. 7178). Project funding for the construction phase is comprised of Measure "M" Turnback funds and City Capital Improvement Program funds. The engineer's construction cost estimate to complete this work is $650,000. This project is part of the City's required Maintenance of Effort (MOE) Program for Fiscal Year 2004-2005 to maintain eligibility for Measure M funding. BACKGROUND The proposed Walnut Avenue Pavement Rehabilitation Project will provide for removal of existing pavement sections, resurfacing of the entire street with new asphalt concrete, removal and replacement of curb ramps to comply with the latest requirements of the Americans with Disabilities Act (ADA), removal and replacement of damaged sidewalk, curb and gutter, and installation of new traffic loops and striping. Traffic control plans will provide a minimum of one lane of traffic in each direction and will insure a safe and continuous passage for pedestrians. This is the last remaining segment of Walnut Avenue to be resurfaced as part of the City's pavement maintenance program.
