EIR FOR VESTING TENTATIVE TRACT MAP 15681. s APPLICABLE MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA 9 ENVIRONMENTAL QUALITY ACT. ~0 The City Council of the City of Tustin does hereby resolve as follows: 11 I. The City Council finds and determines as follows: A. That Vesting Tentative Tract Map 15681 is considered a "project" 13 pursuant to the terms of the Califomia Environmental Quality Act; 14 and, 25 B. That the project is covered by a previously certified Final ~6 Environmental Impact Report 85-2, as amended, for the East Tustin Specific Plan which serves as a Program EIR for the ~? proposed project. 28 Il. The East Tustin Specific Plan Final Environmental Impact Report (85- 29 2) previously certified on March 17, 1986, as modified by subsequently adopted supplements and addenda, was considered 20 pdor to approval of this project. The City Council hereby finds: that 22 this project is within the scope of the East Tustin Specific Plan previously approved; the effects of this project, relating to grading, 22' drainage, circulation, public services and utilities, were examined in the Program EIR. The applicable mitigation measures and 2s alternatives developed in the Program EIR are incorporated into this 24 project. The Final EIR is, therefore, determined to be adequate to serve as a Program EIR for this project and satisfies all requirements 25 of the California Environmental Quality Act. 26 Further, the City Council finds the project involves no potential for any 27 adverse effect, either individually or cumulatively, on wildlife resources; and therefore, makes a De Minimus Impact Finding 2s related to Fish and Game Code Section 711.4. Resolution No. 98-114 Page 2 2 3 Applicable mitigation measures identified in the Final EIR have been incorporated into this project which mitigate potential significant 4 environmental effects thereof. The mitigation measures are identified as Conditions on Exhibit A of Resolution No. 98-115 approving 5 Vesting Tentative Tract Map 15681 and Exhibit A of Planning 6 Commission Resolution No. 3633 approving Design Review 98-012 and Hillside Review 98-002.
