RECOMMENDATION:
That the Planning Commission receive and file this item.
DISCUSSION:
The following report provides a summary of projects and activities since the year in review
report was presented at the January 23, 2018, Planning Commission meeting. The report
focuses on the status of projects that the Planning Commission, Zoning Administrator, or
staff approved; major improvement projects, Certificates of Appropriateness; Code
Enforcement activities; and, other items which may be of interest to the Commission.
Old Town Updates:
• Chaak Restaurant (215217 EI Camino Real): In October 2016, the Planning
Commission approved a request to expand the existing office building, converting it
to a restaurant called Chaak, establishing a Type 47 ABC license at the location,
and incorporating a space for outdoor seating. Tenant improvements for the new
restaurant continue to progress at the site. Chaak is anticipated to open during 2018.
• Morning Lavender (330 El Camino Real): On August 8t" the Planning Commission
approved a request for a remodel of the former Kelly's Cards and Gifts location,
converting the space to a retail and restaurant use (proposed tea shop) with outdoor
seating. Both the boutique portion of Morning Lavender, and the cafd space, are
now open.

• Vintage (420 W. Sixth Street): This new 140-unit residential community will feature
amenities such as a pool, clubhouse, and a new mini-park. The mini-park will be
available for use by the public. Grading work and utilities installation is currently
underway at the site. Model homes are anticipated to open during mid-2018.
• New Housing (140 S. A Street): On February 28, 2017, the Planning Commission
approved a request by Habitat for Humanity to construct two (2) detached
condominium homes to be set aside for veterans and their families. A groundbreaking
ceremony for the site was held on October 23, 2017, framing of the new homes is now
underway.

Construction is beginning on the new homes by Habitat for Humanity
• Downtown Commercial Core Specific Plan (DCCSP): The vision for the DCCSP is
to create a vibrant, cohesive, connected, livable, and memorable city core. The vision
and goals have been distilled into a few key components that serve as the foundation
for achieving the vision and goals. The key components include: Promoting
pedestrian-oriented commercial first floor development to invigorate the area and
expand walkability; Transforming streets through future streetscape, roadway,
pedestrian and bicycle-oriented improvements; Drawing more patrons to Old Town by
embracing, preserving and promoting its unique historic character; Maintaining a
commercial emphasis for the project area; and, Introducing the opportunity for high-
quality integrated residential mixed use and focused multi-family development. A
public hearing on this item before the Planning Commission will be held on April 24,
2018.

Tustin Leqacy Updates:
• Greenwood in Tustin Legacy (250 Downs Road): During February 2018, the final
homes were completed in the Greenwood Community. This community includes 375
detached homes in total.
• Veterans Sports Park (Valencia Avenue): This approximately 30-acre park is
designed as a community/sports park and will accommodate large group activities and
offer a wide variety of facilities including: Four(4) lighted soccerfields; three (3) lighted
ball fields; four (4) lighted tennis
courts; two (2) lighted basketball
courts; two (2) lighted sand
volleyball courts; eight (8) lighted
pickleball courts; a skate park, and,
a veteran's memorial. The veteran's ,
plaza and memorial area, designed
as a place of honor, will be located
at the west side of the park. Grading
work is nearly complete at the site,
and Phase II of the project (which
includes construction of the ball
fields and equipment) is anticipated
to go out to bid soon. It is estimated K y
that construction of the park will be
complete during Summer 2019. �
• Flight at Tustin Legacy —formally
Cornerstone 1 (Barranca
Parkway/Red Hill Avenue): This Progress of grading at Veterans
development proposal includes a variety of uses Sports Park
such as: creative office uses; a food hall; and,
conference center including a connection into Tustin Legacy Park. Construction is
currently in progress at the site. The project is anticipated to be complete in late 2018.

• Tustin Legacy Linear Park (Barranca Parkway/Red Hill Avenue): This 26-acre
portion of the linear park is considered the "anchor" to the linear park which is
anticipated to run throughout the Tustin Legacy area in the future. The park
incorporates the Barranca Detention Basin within its concept plan, and is proposed to
include direct linkages to the Flight project, mentioned below. Phase I of the park
construction, which involves the detention basin, is complete. Phase II of the project
is anticipated to go out to bid during Summer of 2018. The completion of this phase
will be timed with the occupancy of the Flight at Tustin Legacy project.
• The Village at Tustin Legacy (Kensington Park. Dr. 1 Edinger Avenue).
Construction continues to progress on the medical office portion of this new center
which includes 248,292 square feet of retail and medical uses. The Health South
(acute care) facility will commence grading in the third quarter of 2018. Many of the
retail businesses are now open within the shopping center.

• Levity in Tustin Legacy (Tustin Ranch Road/Victory Road): In January 2018, the
City Council approved the development of a new 218-unit residential community by
CalAtlantic Homes, on an approximately 20-acre lot, bounded by Tustin Ranch Road,
Victory Road, Moffett Drive, and Park Avenue. This project features three (3) new
neighborhoods: Fleet at Levity — townhomes; Velocity at Levity — flats; and, Icon at
Levity — single family homes. Plans for grading at the site are currently under review
by City Staff.

• South Orange County Community College District (SOCCCD) Advanced
Technology and Education Park (ATEP) Campus (Armstrong Avenue[Valencia
Avenue): Construction is now complete for the first ATEP building which now houses
career technical programs for Irvine Valley College. A ribbon cutting for the new
building was held on April 18, 2018.

• Tustin Legacy Animal Hospital (15100 Kensington Park Drive): In December
2017, the Zoning Administrator approved a request for a Conditional Use Permit to
establish a new animal hospital and veterinary services within The Village Shopping
Center. The animal hospital is anticipated to open for business during mid-2018.
• UnionRyde (2471 Park Avenue): Tenant improvements are underway at an existing
retail space within The District, which will open during Spring 2018 as a new spin
studio.
• Cinnaholic (2423 Park Avenue): A new vegan cinnamon roll shop, which was
featured on Shark Tank, will be opening in May 2018 in the former Bowlology location
within The District Promenade area.
• Utopia Cafe (2489 Park Avenue): This European cafe serving lunch and dinner will
be opening in mid-2018 at the former Peets Coffee location.
For further information on projects within the Tustin Legacy area, please see Attachment
A which includes a map and a table providing additional information on projects approved,
in progress, and proposed for the area.
Other Updates:
• New Commercial Center (14042 Newport Avenue): An application has been
submitted for a new commercial center to be constructed on the southeast corner of
Newport Avenue and EI Camino Real. The new commercial center is anticipated to
contain two (2) new restaurants with drive-thrus, and other retail uses.
• New Retail Space - Sephora (2999 EI Camino Real): Construction continues to
progress for a new retail building to be constructed within The Market Place next to
Loft. There are anticipated to be four (4) new tenant spaces within the building, one of
which will be a Sephora cosmetics store which will open in Tune 2018.

• Koja Kitchen (2943 EI Camino Real): A Korean-Japanese fusion food restaurant is
anticipated to open in June 2018, within the former The Melt tenant space in The
Market Place.
• The Good Feet Store (2927 EI Camino Real): This new retailer featuring arch
supports, shoes, and other foot-related products, is now open in The Market Place.
• Red Hill Specific Plan (Red Hill between San Juan & Mitchell): During 2017, City
Staff continued to progress with developing the Red Hill Avenue Specific Plan. A third
workshop on the plan was held in February 2018.
• Del Taco (13742 Red Hill Avenue): On November 14, 2017, the Planning
Commission approved a project which involves construction of a new Del Taco at the
corner of Red Hill Avenue and San Juan Street.
• Condominium Development (1381-1391 San Juan Street): This development
involves the construction of five (5) single family detached condominiums at the
existing site. Construction of the homes continues to progress, and is anticipated to
be complete during 2018.

• 85°C (1100 Irvine Boulevard): A new 85°C bakery is now open within an existing
space in the Tustin Heights Shopping Center.
• Rock & Brews (1222 Irvine Boulevard): An application was recently submitted to
remodel and expand the former Lone Star Steakhouse converting it into a Rock &
Brews Restaurant.

• TAPS Brewery and Barrel Room (15501 Red Hill Avenue, Suite 100): On April 9,
2018, the Zoning Administrator approved a request to authorize on-site alcoholic
beverage sales with outdoor seating in conjunction with a restaurant and beer
manufacturer. The new

Prospect. The fagade remodel includes new signage for the businesses as well.

• Water Quality:
National Pollutant Discharge Elimination System (NPDES) inspections are
separated into categories based on a business' use, and the intensity each use has
on water quality. The two (2) categories are industrial and commercial and are
separated into high, medium, and low priority. Each year, City staff conducts
inspections based ori the priority of a project.
o Industrial NPDES Inspections: During the 2017-18 fiscal year, City staff is
focusing on high and low priority inspections. Staff anticipates completing
nine (9) high priority and fifty-five (55) low priority inspections for this fiscal
year. Nineteen (19) low priority and three (3) medium priority inspections have
been completed thus far.
o Commercial NPDES Inspections: This year, City staff is focusing on high,
medium, and low priority inspections. Staff anticipates completing eleven (11)
high priority, one (1) medium priority, and eleven (11) low priority inspections
for the 2017-18 fiscal year. Thirty-five (35) low priority inspections have been
completed thus far.
The goal of the Water Quality Management Plan (WQMP) is to develop and
implement practical programs and policies to minimize the effects of urbanization on
site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers
are required to submit a WQMP for any new development or significant
redevelopment which increases the impervious surface of a developed site. The
WQMP is required to include Best Management Practices (BMPs) for source control,
pollution prevention, and/or structural treatment BMPs.
o WQMP's: There are 145 properties that have a WQMP in place. Eight (8)
WQMP's have been approved thus far this fiscal year. There are seven (7)
additional WQMP's under review by City Staff.
Public Works Department Updates (Public Improvements)
• Park Avenue Improvement Project Management and Design (CIP No. 70233):
In order to improve traffic flow within The District, improvements are planned along
Park Avenue and include the widening of the south side with the addition of one (1)
lane between District Drive and Warner Avenue and also improvements just west of
District Drive and just east of Tustin Ranch Road. The improvements do not involve
the acquisition of additional right-of-way. Construction is anticipated to begin in April
2018.
• Traffic Equipment Upgrades/ Replacements, (CIP No. 40080): Funds are being
used for upgrading or replacing outdated traffic signal equipment including but not
limited to the replacement of deteriorating internally Illuminated Street Name Sign

(ISMS) panels at signalized intersections and updating ISMS fluorescent lamps to LED.
This project is currently in progress.
• Simon Ranch Reservoir, Booster Pump Station and Pipeline Replacement
Project (CIP 60114): The project is located at the intersection of Valhalla Drive and
Outlook Lane in North Tustin. The project will replace the existing buried, gunite
lined, earthen reservoir with a new circular, pre-stressed concrete tank. The project
will also replace the existing booster pump station and approximately 1,600 feet of
pipeline feeding the new pump station and reservoir. The environmental phase is
complete and the project is currently in the final design phase. Construction is
anticipated to begin in Fall 2018. The project is funded with 2013 Water Bond Funds.
• Peters Canyon Channel Widening (CIP 50040): Construction has begun and is
anticipated to take 18 months to complete.
• Red Hill Avenue Widening and Median Improvements (CIP 70226, 70227, and
70197): This project involves the widening of the northbound side to implement a
fourth lane and install a raised median to reduce driveway cross traffic movement on
Red Hill Avenue from Dyer Road/Barranca Parkway to Edinger Avenue. This project
will improve traffic flow and also enhance safety by allowing last-minute pedestrians
a refuge as they cross the intersection. The addition of the fourth northbound lane is
nearly complete and the median work has begun.

Work is progressing on the Red Hill widening project
• Veterans Sports Park at Tustin Legacy (CIP 20043): Design is currently underway
on this 32 acre park bounded by Lansdowne Road, Valencia Avenue, and Severyns
Drive. Amenities include sports fields, lighting, game courts, a skate plaza, a
veterans memorial, picnic areas, restroom building, a tot lot, and a parking lot.
GKKWorks has been selected as the construction management firm for this project,
and is currently conducting a constructability review of the plans. Grading work by
Sukut Construction is nearly complete.

• EI Camino Real Modification at Jamboree Road to Add a Second Eastbound Left-
Turn Lane (CIP No. 70238): This project is comprised of the design and construction
of a second eastbound left-turn lane on EI Camino Real at Jamboree Road to serve
additional left-turn traffic stacking demand.

• Main Street Improvement Project (CIP
40087): The improvements on Main Street
within Old Town are intended to create a
more pedestrian and bicycle-friendly
environment with traffic calming features
and to create a strong entrance into Old `
Town with the inclusion of a gateway entry
sign. This project also includes proposed
improvements on EI Camino Real at
various locations to facilitate outdoor
gatherings and events. The project is
currently in the final design phase.
Construction is anticipated to begin in 2018. EI Camino Real/Jamboree Turn Lanes
This project is funded by a federal Bicycle
Corridor Improvement Program (BCIP)
grant and administered by OCTA.
• Tustin Ranch Road and EI Camino Real (CIP No. 70239): Using mitigation funds
from The Irvine Company's Lower Peters Canyon Specific Plan (Irvine Planning Area
4 known today as West Irvine), improvements to the westbound approach at the
intersection will be designed and constructed including dual left-turns, dual thru lanes
and an exclusive right-turn lane. The eastbound and northbound approaches will also
have exclusive right turn lanes. The design work for the project has recently been
awarded to Michael Baker International with construction anticipated to begin in
Summer 2018.
• Roadway Rehabilitation & Sidewalk Repair (CIP No. 70016): This project includes
the removal and replacement of damaged curbs, gutters, and sidewalk, and
replacement of non-conforming ADA access ramps adjacent to new asphalt
improvements. it is bounded by the city limit to the north, Browning Avenue to the

west, the 1-5 freeway to the south, and the city limit to the east. At their meeting on
June 20, 2017, the City Council approved the award of contract to Palp, Inc. dba Excel
Paving Company for the roadway rehabilitation and sidewalk repair project.
Construction has begun on this project, and is anticipated to be complete by the end
of November 2017.
• Newport Avenue, First Street, and Irvine Boulevard Median Landscape
Rehabilitation Project (CIP 10074): Median landscape enhancements include
removal of the existing medians, and construction of new medians with decorative
hardscape and installation of new drought tolerant landscaping and irrigation system.
Construction has begun and is anticipated to take approximately six (6) months to
complete.
• Moffett Drive bridge construction over Peters Canyon Channel (CIP 70224):
Demolition of the existing bridge has been completed and construction of the new
bridge has begun. The bridge work is anticipated to be complete in late 2018.

• Tustin Ranch Road Signal Synchronization Project (CIP No. 40089): This project
is a collaborative effort and lead by the City of Irvine and involves developing and
implementing optimized signal synchronization timing improvements for 30
intersections (19 in Tustin) on Tustin Ranch Road/Von Karman Avenue from Pioneer
Way (Tustin) to Campus Drive (Irvine). Signal improvements include replacing signal
cabinets and controllers, installing conduit and new interconnect, upgrading the city's
Traffic Operations Center with Centracs Advanced Transportation System and
communications integration. This project is partially funded by OCTA's 2016
Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal
Synchronization Program (RTSSP), or Project P. The City recently signed an
agreement with Caltrans to provide equipment, signal timing changes, and to cover
labor costs. The design work is almost complete with construction anticipated to begin
in Summer 2018.
• Edinger Avenue Signal Synchronization Project (CIP No. 40088): This project is
a collaborative effort and lead by the City of Irvine and involves developing and
implementing optimized signal synchronization timing improvements for 38
intersections (9 in Tustin) on Edinger Avenue/Irvine Center Drive from Newport
Avenue (Tustin) to Protocol Drive (Irvine). Signal improvements include replacing
signal cabinets and controllers, installing conduit and new interconnect, upgrading
the city's Traffic Operations Center with Centracs Advanced Transportation System
and communications integration. This project is partially funded by OCTA's 2016
Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal
Synchronization Program (RTSSP), or Project P. The design work is nearly complete
and construction is anticipated to begin in Summer 2018.
• Newport Avenue Signal Synchronization Project(CIP No. 40085): This project is
in its last stages with timing changes recently implemented to twelve (12) signals
along Newport Avenue -between Old Irvine Boulevard and Sycamore Avenue,
Caltrans in the past has not been a participant in synchronization projects but recently
with a cooperative agreement between Caltrans and the City, the Caltrans controlled
signal of the 1-5 Northbound Off-Ramp will be synchronized with the City's signals on
EI Camino Real to the.north and Mitchell Avenue to the south. This project is currently
in the second year of the two-year Operations and Maintenance (O&M) phase.
• Seventeenth Street Signal Synchronization Project (CIP No. 40086): As part of
OCTA's Comprehensive Transportation Funding Program's (CTFP) Regional Traffic
Signal Synchronization Program (RTSSP), or Project P, 2015 Call for Projects, this
project involving six (6) agencies commenced in August 2016. The City is proposing
to upgrade existing controllers at three (3) intersections (includes Yorba Street South
at Vandenberg Lane). The City is also proposing to install fiber optic cable in new and
existing conduit and upgrade communication at all three(3) intersections.This project
will be implemented during Summer 2018.

• Local Transit Circulator Feasibility Study (CIP No. 70242): This study is to
determine the feasibility of a local transit circulating between major employment/retail
centers with the City. The study will also discuss the possibility of ridesharing and
inter-city transit services. This project is funded under OCTA's Comprehensive
Transportation Funding Program (CTFP) Community Based Transit Circulators
Program, or Project V. The study is anticipated to be completed in Spring 2018.
• Parkcenter Lane at Bryan Avenue New Traffic Signals (CIP No. 40090: Design
engineering of the new signal installation at this intersection will be completed by May
2018. Construction will begin in Summer 2018 and is anticipated to be completed in
Fall 2018.
• Lansdowne Road at Valencia Avenue New Traffic Signals (CIP No. 40090):
Design engineering of the new signal installation at this intersection will be completed
in May 2018. Construction will begin in Summer 2018 and is anticipated to be
complete by the Fall 2018.
• Parking Study South of I-5: A study to analyze public parking opportunities south
of 1-5 was completed in Fall 2017. City staff is currently reviewing for possible
implementation of the recommendations.
• Accessible Pedestrian Signal (APS) Device Installation (CIP No. 70236): To
provide for all users of Tustin's public facilities, audible-tactile pedestrian push
buttons will be installed at signalized intersections with major pedestrian activity
within the City. Along with the installation of APS buttons and where necessary,
-pedestrian heads will be replaced with countdown type units. Units have recently
been .installed at Tustin Legacy intersections and along Edinger Avenue. Work has
begun in the next targeted locations in high-pedestrian areas such as near schools
and commercial areas.

Map Project Description and Status
Number
1 Heritage Elementary Heritage School is now open as a STEAM (Science, Technology, Engineering; Arts,
School Math) Elementary School.
2 Veterans Sports Park The Veterans Sports Park is a plan for a 31.5-acre park which will serve the
recreational needs of the surrounding community. It will offer a wide variety of
facilities including lighted soccer fields, ballfelds, tennis courts, basketball courts,
sand volleyball courts, and pickelball courts. A children's play environment, splash
pad, and picnic areas are also proposed, as well as a Veterans Memorial Plaza.
Groundbreaking has occurred for the new park, and grading work is currently in
progress. The park is anticipated to be complete during 2019: -
3 OC Social Services The Tustin Family Campus for Abused and Neglected Children involves a multi-
treatment,campus which Includes residential buildings and stand-alone homes, and
a campus service center with a total capacity to serve 90 'beds for abused, and
neglectedchildren and their parents as well as emancipated youth. This project is
complete.
4 Future City of Tustin The City of Tustin acquired this property through a recent land exchange with the
Facility South Orange County Community College District. The future use of this building is
yet to be determined.
5 Orange County Rescue
The Village of Hope facility is a 387-bed transitional home for the homeless which is
Mission operated by the Orange County Rescue Mission. This project is complete.
6 ATEP Campus Plans were recently approved by the Community Development Department for the
- �- - first ATEP building which will house career technical programs for Irvine Valley -
College. A groundbreaking ceremony for the site commenced on September 16,
2016, and construction is nearly complete on the first building.
7 Orange County Animal This new facility, which is replacing the former facility in Orange, is now open as of
Care Facility March 25, 2018.
8 Rancho Santiago This Sheriffs Training Facility/Academy is now complete.

9a Flight at Tustin Legacy This development proposal includes a variety of uses such as: creative office uses; a
(Formerly Cornerstone food hall; and, conference center including a connection into Tustin Legacy Park.
1) Construction of Flight is now underway,: with an anticipated completion date of late
2018.
9b Cornerstone 2 Phase two of the'Cornerstone development will consist of a variety of uses including
research and development, office, and specialized employment uses.
10 Columbus Square 1,075 residential units are now complete within this neighborhood.
11 Fire Station#37 Orange County Fire Authority Station #37 moved from its old location off of Red Hill
Avenue to this new location at Edinger/Kensington Park Dr. The Fire Station is now
open.
12 The Village at Tustin A request was approved to develop The Village at Tustin Legacy, which includes
Legacy 248,292 square feet of non-residential uses comprised of two (2) major
components including: a retail center with grocery store, pharmacy, childcare, food
service, and.general retail uses along Valencia Avenue and Kensington Drive; and,
a medical plaza.with a medical center, an acute care hospitallrehabilitation facility,
and medical officelretail buildings fronting Kensington Park Drive and Edinger
Avenue. The retail shopping center celebrated its grand opening on October 28,
2017. The medical buildings continue to progress.
13 Orange County The County of Orange has future plans for an 84.5-acre regional park to be located
Regional Park surrounding the North Hangar. A concept plan has-been approved by the OC Board
of Supervisors. Please visit ocparks.com for further details on this proposed project.

14 Legacy Magnet School The Tustin Unified School District (TUSD) is currently working on the design of a new
magnet school called Legacy Academy; which will be a TIDE school focusing on
- - Technology, Innovation, Design, and: Entrepreneurship. Grading of the site is now --
complete-, the facility is substantially designed;and TUSD anticipates plan submittal to
the Division of State Architect in the Fall of 2017. TUSD -has stated the project would
be out to bid next year with bid openings in Spring 2018, and construction to follow,
with completion in 2020.
Mixed-Use Urban A mixed-use urban village concept within the community core of Tustin Legacy is
Village (Neighborhood proposed. Next steps will include the preparation of a concept plan and business plan
15 D Community Core) as the basis for development of the urban village.
16 Amalfi Apartments The Irvine Company has constructed a new apartment community consisting of 533
units adjacent to The District at Tustin Legacy.
17 Neighborhood G This residential core consists of 251.8 acres with 58.1 acres of open space, 15 acres
of publiclinstitutional uses, and a total of 2,029 residential units ranging from low to
high density as well as neighborhood commercial uses.
18 Greenwood in Tustin A total of 375 detached homes are being built by CalAtlantic Homes. Construction of
Legacy& Greenwood the homes continues to. progress, and residents have begun moving into the
Park community. 369 homes.have been completed, to date, and :there are 6.homes under
construction.
19 Anton Legacy St. Anton Partners has completed construction of their 225 unit affordable
Apartments &Victory
Park apartments, and Victory Park is now open.
20 The District at_Tustin This Class-A Retail Development project has been completed. The District at Tustin
Legacy
Legacy offers a variety of retail:services, restaurants, and entertainment venues.
21 Tustin Field 1 376 residential units are now complete.
22 Tustin Field II 189 residential units are now complete.
23 Columbus Grove 465 residential units are now complete.
24 Tustin Legacy .inear The City of Tustin is proposing to ;construct and maintain a 26-acre park and
Park stormwater detention basin. Construction of Phase I of the park (detention basin) 'is,
complete, with Phase II of the park anticipated to commence along with completion of
the Flight project.
25 Army Reserve The U.S. Army has relocated from their current Army Reserve Center located on
Relocation garranca Parkway adjacent to The District shopping center, to a new location at the
north east comer of Red Hill Avenue and Warner Avenue.
26 Levity inTustin Legacy In January 2018, the City Council -approved the development of a new 218-unit
.residential community by CalAtlantc Homes, on an approximately 20-acre lot,
bounded by Tustin Ranch Road, Victory Road,, Moffett Drive, and Park Avenue. This
project features three new neighborhoods: Fleet at Levity — townhomes; Velocity at
'Levity — flats; and, Icon at Levity--single..family homes. 'Plans for grading at the; site
are currently under review by City Staff.
