PARKER, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: SUMMARY OF PROJECTS SUMMARY: The following report provides a summary of projects and activities from the Community Development Department to the Tustin City Council. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items of interest. RECOMMENDATION: That the City Council receive and file this item. FISCAL IMPACT: No fiscal impact. CORRELATION TO THE STRATEGIC PLAN: This summary of projects report contributes to Goal E of the Strategic Plan in Organizational Excellence and Customer Service. It is staff's desire to keep the community informed on the status of recent projects which are progressing throughout the City. Sharing this report to the Planning Commission, City Council, and through the City's website, contributes toward both organizational excellence and customer service. DISCUSSION: Below are updates from the Community Development Department related to: the Old Town area; Tustin Legacy; other planning and building project updates throughout Tustin; recent Certificate of Appropriateness documentation; and, updates related to Code Enforcement. Summary of Projects July 18, 2017 Page 2 Old Town Updates: • Chaak Restaurant (215-217 EI Camino Real): In October 2016, the Planning Commission approved a request to expand the existing office building, converting it to a restaurant called Chaak, establishing a Type 47 ABC license at the location, and incorporating a space for outdoor seating. Tenant improvements for the new restaurant continue to progress at the site. Chaak is anticipated to open during 2018. • Morning Lavender (330 EI Camino Real): On August 8t" the Planning Commission approved a request for a remodel of the former Kelly's Cards and Gifts location, converting the space to a retail and restaurant use (proposed tea shop) with outdoor seating. Both the boutique portion of Morning Lavender, and the cafe space, are now open. '4k T Morning Lavender's Cafe is now open (Photo Courtesy: Morning Lavender) • Vintage (420 W. Sixth Street): This new 140 -unit residential community will feature amenities such as a pool, clubhouse, and a new mini -park. The mini -park will be available for use by the public. Grading work and utilities installation is currently underway at the site. Model homes are anticipated to open during mid -2018. • New Housing (140 S. A Street): On February 28, 2017, the Planning Commission approved a request by Habitat for Humanity to construct two (2) detached condominium homes to be set aside for veterans and their families. A groundbreaking ceremony for the site was held on October 23, 2017, framing of the new homes is now underway. Construction is beginning on the new homes by Habitat for Humanity Summary of Projects July 18, 2017 Page 3 Downtown Commercial Core Specific Plan (DCCSP): The vision for the DCCSP is to create a vibrant, cohesive, connected, livable, and memorable city core. The vision and goals have been distilled into a few key components that serve as the foundation for achieving the vision and goals. The key components include: Promoting pedestrian -oriented commercial first floor development to invigorate the area and expand walkability; Transforming streets through future streetscape, roadway, pedestrian and bicycle -oriented improvements; Drawing more patrons to Old Town by embracing, preserving and promoting its unique historic character; Maintaining a commercial emphasis for the project area; and, Introducing the opportunity for high- quality integrated residential mixed use and focused multi -family development. A public hearing on this item before the Planning Commission will be held on April 24, 2018. Tustin Legacy Updates: • Greenwood in Tustin Legacy (250 Downs Road): During February 2018, the final homes were completed in the Greenwood Community. This community includes 375 detached homes in total. Veterans Sports Park (Valencia Avenue): This approximately 30 -acre park is designed as a community/sports park and will accommodate large group activities and offer a wide variety of facilities including: Four (4) lighted soccer fields; three (3) lighted ball fields; four (4) lighted tennis courts; two (2) lighted basketball courts; two (2) lighted sand volleyball courts; eight (8) lighted pickleball courts; a skate park; and, a veteran's memorial. The veteran's plaza and memorial area, designed as a place of honor, will be located at the west side of the park. Grading work is nearly complete at the site, and Phase II of the project (which includes construction of the ball fields and equipment) is anticipated to go out to bid soon. It is estimated that construction of the park will be complete during Summer 2019. Progress of grading at Veterans Sports Park Summary of Projects July 18, 2017 Page 4 • Flight at Tustin Legacy — formally Cornerstone 1 (Barranca Parkway/Red Hill Avenue): This development proposal includes a variety of uses such as: creative office uses; a food hall; and, conference center including a connection into Tustin Legacy Park. Construction is currently in progress at the site. The project is anticipated to be complete in late 2018. Construction photo from April 18, 2018 Tustin Legacy Linear Park (Barranca Parkway/Red Hill Avenue): This 26 -acre portion of the linear park is considered the "anchor" to the linear park which is anticipated to run throughout the Tustin Legacy area in the future. The park incorporates the Barranca Detention Basin within its concept plan, and is proposed to include direct linkages to the Flight project, mentioned below. Phase I of the park construction, which involves the detention basin, is complete. Phase II of the project is anticipated to go out to bid during Summer of 2018. The completion of this phase will be timed with the occupancy of the Flight at Tustin Legacy project. The Village at Tustin Legacy (Kensington Park Dr. / Edinger Avenue). Construction continues to progress on the medical office portion of this new center which includes 248,292 square feet of retail and medical uses. The Health South (acute care) facility will commence grading in the third quarter of 2018. Many of the retail businesses are now open within the shopping center. ................................................. Medical facilities in The Village at Tustin Legacy Summary of Projects July 18, 2017 Page 5 • Levity in Tustin Legacy (Tustin Ranch Road/Victory Road): In January 2018, the City Council approved the development of a new 218 -unit residential community by CalAtlantic Homes, on an approximately 20 -acre lot, bounded by Tustin Ranch Road, Victory Road, Moffett Drive, and Park Avenue. This project features three (3) new neighborhoods: Fleet at Levity — townhomes; Velocity at Levity — flats; and, Icon at Levity — single family homes. Plans for grading at the site are currently under review by City Staff. • South Orange County Community College District (SOCCCD) Advanced Technology and Education Park (ATEP) Campus (1624 Valencia Avenue): Construction is now complete for the first ATEP building which now houses career technical programs for Irvine Valley College. A ribbon cutting for the new building was held on April 18, 2018. Orange County Animal Care (1630 Victory Road): A ribbon cutting for the new 10 -acre animal care facility occurred on March 7, 2018, and the facility fully opened for business on March 25, 2018. OC Animal Care is now open Summary of Projects July 18, 2017 Page 6 • Tustin Legacy Animal Hospital (15100 Kensington Park Drive): In December 2017, the Zoning Administrator approved a request for a Conditional Use Permit to establish a new animal hospital and veterinary services within The Village Shopping Center. The animal hospital is anticipated to open for business during mid -2018. • UnionRyde (2471 Park Avenue): Tenant improvements are underway at an existing retail space within The District, which will open during Spring 2018 as a new spin studio. • Cinnaholic (2423 Park Avenue): A new vegan cinnamon roll shop, which was featured on Shark Tank, will be opening in May 2018 in the former Bowlology location within The District Promenade area. • Utopia Cafe (2489 Park Avenue): This European cafe serving lunch and dinner will be opening in mid -2018 at the former Peets Coffee location. For further information on projects within the Tustin Legacy area, please see Attachment A which includes a map and a table providing additional information on projects approved, in progress, and proposed for the area. Other Updates: • New Commercial Center (14042 Newport Avenue): An application has been submitted for a new commercial center to be constructed on the southeast corner of Newport Avenue and EI Camino Real. The new commercial center is anticipated to contain two (2) new restaurants with drive-thrus, and other retail uses. New Retail Space - Sephora (2999 EI Camino Real): Construction continues to progress for a new retail building to be constructed within The Market Place next to Loft. There are anticipated to be four (4) new tenant spaces within the building, one of which will be a Sephora cosmetics store which will open in June 2018. Construction of the new retail building in The Market Place Summary of Projects July 18, 2017 Page 7 • Koja Kitchen (2943 EI Camino Real): A Korean -Japanese fusion food restaurant is anticipated to open in June 2018, within the former The Melt tenant space in The Market Place. • The Good Feet Store (2927 EI Camino Real): This new retailer featuring arch supports, shoes, and other foot -related products, is now open in The Market Place. • Red Hill Specific Plan (Red Hill between San Juan & Mitchell): During 2017, City Staff continued to progress with developing the Red Hill Avenue Specific Plan. A third workshop on the plan was held in February 2018. • Del Taco (13742 Red Hill Avenue): On November 14, 2017, the Planning Commission approved a project which involves construction of a new Del Taco at the corner of Red Hill Avenue and San Juan Street. • Condominium Development (1381-1391 San Juan Street): This development involves the construction of five (5) single family detached condominiums at the existing site. Construction of the homes continues to progress, and is anticipated to be complete during 2018. Construction of the new condo units is progressing • 85°C (1100 Irvine Boulevard): A new 85°C bakery is now open within an existing space in the Tustin Heights Shopping Center. • Rock & Brews (1222 Irvine Boulevard): An application was recently submitted to remodel and expand the former Lone Star Steakhouse converting it into a Rock & Brews Restaurant. Summary of Projects July 18, 2017 Page 8 TAPS Brewery and Barrel Room (15501 Red Hill Avenue, Suite 100): On April 9, 2018, the Zoning Administrator approved a request to authorize on-site alcoholic beverage sales with outdoor seating in conjunction with a restaurant and beer manufacturer. The new TAPS Brewery and Barrel /l Room will include a tasting room, a dedicated food truck on site, as. well as A entertainment. My • McDonalds (245 E. First Street): McDonalds restaurant is currently undergoing a remodel. The remodel is anticipated to be complete within the next few months. Rendering of TAPS Brewery and Barrel Room • Jiouding Hot Pot (1052 Walnut Avenue): A new hot pot restaurant is currently completing improvements to an existing tenant space, and is anticipated to open for business in the coming months. • Farade Remodel (420 E. First Street): A fagade remodel was recently completed for a portion of the businesses fronting First Street between Centennial Way and Prospect. The fagade remodel includes new signage for the businesses as well. The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Each year, City staff conducts inspections based on the priority of a project. o Industrial NPDES Inspections: During the 2017-18 fiscal year, City staff is focusing on high and low priority inspections. Staff anticipates completing nine (9) high priority and fifty-five (55) low priority inspections for this fiscal year. Nineteen (19) low priority and three (3) medium priority inspections have been completed thus far. o Commercial NPDES Inspections: This year, City staff is focusing on high, medium, and low priority inspections. Staff anticipates completing eleven (11) high priority, one (1) medium priority, and eleven (11) low priority inspections for the 2017-18 fiscal year. Thirty-five (35) low priority inspections have been completed thus far. The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices (BMPs) for source control, pollution prevention, and/or structural treatment BMPs. o WQMP's: There are 145 properties that have a WQMP in -place. Eight (8) WQMP's have been approved thus far this fiscal year. There are seven (7) additional WQMP's under review by City Staff.
