STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 18-18 TO ACCEPT IMPROVEMENTS FOR THE VICTORY ROAD EXTENSION ROADWAY CONSTRUCTION PROJECT, CIP NO. 70221, AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION SUMMARY Construction of the Victory Road Extension Roadway Construction Project, CIP No. 70221, has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council take the following actions: 1. Adopt Resolution No. 18-18 accepting the construction of the Victory Road Extension Roadway Construction Project, CIP No. 70221; and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT The final construction cost for the Victory Road Extension Roadway Construction Project, CIP No. 70221, is $5,827,780.92, including authorized contract change orders in the amount of $2,198,628.64. Of the contract change orders, $263,804 was reimbursed by Irvine Ranch Water District (IRWD) and $1,339,723.60 will be 100% reimbursed from the South Orange County Community College District (SOCCCD). Sufficient funds were budgeted and appropriated in the Capital Improvement Program. The City and SOCCCD entered into an agreement for the shared funding of this project on May 22, 2013. The agreement makes each party responsible for 50% of certain project costs, with other costs to be 100% funded by SOCCCD. SOCCCD completed demolition work in 2015, which is a shared cost. As part of the agreement, the City's cost for the demolition ($1,038,612) is to be credited to SOCCCD when the City files the Notice of Completion for the roadway construction. CORRELATION TO THE STRATEGIC PLAN The construction of Victory Road extension from Red Hill Avenue to Armstrong Avenue contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Notice of Completion for Victory Road Extension May 1, 2018 Page 2 Specifically, the project implementation of Strategy 1, which among other items, is to develop critical phases of Tustin Legacy. DISCUSSION The Victory Road (formerly Bell Avenue) extension from Red Hill Avenue to Armstrong Avenue improvements consists of grading, construction of roadway, storm drain, sidewalk and dry utility, and domestic water, reclaimed water and sanitary sewer installation for IRWD. Location Map 51City Cellnell Items\2018 Council Items105-012018\NOC -Victory Road Extension Protect, CIP 70221\NOC Victory Road Euension Project, CIP 70221 dccx ATTACHMENT 1 Resolution No. 18-18 RESOLUTION NO. 18-18 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE VICTORY ROAD EXTENSION ROADWAY CONSTRUCTION PROJECT, CIP NO. 70221 WHEREAS KEC Engineering, having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Victory Road Extension Roadway Construction Project, CIP No. 70221 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
