A RESOLUTION OF THE CITY COUNCIL OF THE CITY
4 OF TUSTIN, CALIFORNIA, AMENDING THE
CLASSIFICATION PLAN

7 WHEREAS, the City adopted a Classification Plan in 1984, by adopting
Resolution No. 84-63; and
WHEREAS, it is desireable and appropriate to revise and update the
9 Classification Plan when appropriate;

NOW, THEREFORE, the City Council of the City of Tustin, California, does
] 1 hereby resolve that the Classification Plan of the City of Tustin, dated August 20,
1984, is hereby amended to change the title and job specifications, as outlined in
]2 the attached job description.
Passed and adopted at a regular meeting of the Tustin City Council held on
1_4 the 2nd day of November 1998.

Class Specification
· Job Title: Management Analyst/Senior Management Analyst
Supervisor's Title: Varies by Department
Jobs Supervised: None/Varies
Definition:
Under general supervision, performs a variety of difficult and complex professional and
analytical assignments in' providing staff assistance to departments and internal support
systems divisions. Areas of responsibility include, budget preparation/monitoring,
municipal policy and organization-analysis, conducting research and preparing special
reports. Positions at the Senior and entry level are differentiated from each other by their
expertise and level of responsibility.
Incumbents at the Management Analyst level have less previous administrative
experience, receive more direction on projects, and assignments tend to be more routine
and limited in scope. This entry-level class enables individuals with limited experience to
work under close supervision prior to promoting to the Senior level. It is expected that
incumbents would .be qualified for promotion after two additional years of experience.
Incumbents at the Senior-Management Analyst level have sufficient prior analytical
experience, work independently on assignments with limited direction and work on
complex projects and a variety of assignments requiring full possession of
administrative/analytical knowledge and skills. Assignments will result in compilation of
data and recommendations for action by management. Some positions may exercise
supervision over assigned personnel.
Example of Duties and Responsibilities:
1. Conducts studies and investigations of a wide variety of management problems or
proposals conceming services, operations, staffing, policies, procedures or other
management matters.
2. Prepares or assists in preparation of procedures and comprehensive reports.
3. Conducts surveys and performs research and statistical analysis on complex
administrative, fiscal, personnel and operational problems.
4. When assigned to the Finance Department, coordinates city's budget development,
including general research, developing budget formats and guidelines, analyzing
departments' requests, packaging proposed budget for City Council review and
approval, and printing of the adopted budget.
5. Meets regularly with other departments to monitor and track the City, Water and
Redevelopment Agency Capital Improvement programs.
6. Regula~y analyzes and monitors revenue and expenditures for budget compliance.
7. Prepares mid.year review of City's financial condition.
8. Reviews and updates existing policies and procedures related to travel, purchasing,
internet/computer use, or water operations.
9. Analyzes legislation for potential impact.
10. May prepare or coordinate applications for federal g rants.
11. Receives and responds to citizen inquiries.
12. May provide staff assistance to citizen commissions, task forces or committees.
The preceding activities have been provided as examples of the types of work
performed by employees assigned to this job classification.
Qualification Guidelines:
Education/Experience/Training:
Sufficient experience and training to possess the required knowledge and skills. This
would typically consist of graduation from an accredited college or university with a
Bachelors Degree in Public or. Business Administration or a related field with at least two
years of administrative experience in a public agency required for the Senior level or one
year of public sector administrative or intern experience required at the entry level.
Assignment in the Finance Department requires two years of budget analyst experience
which consists of preparation of a municipal budget and coordination and assistance of
departmental budgets.
Knowledge of:
Knowledge of operation of city government; organization and management; techniques. of
research and analysis; principles of public budgeting.
Skills/Abilities:
Preparing comprehensive oral and written reports (including budget documents); gathering
and analyzing data and information; working with little supervision and dealing effectively
w~th people at varying professional levels in and outside of the organization; and
performing complex organizational and budget analysis with discretion to choose among a
number of altematives in solving problems.
Special Requirements:
Possession of a valid Class C or Class3 California driver's license.
