HUSTON, CITY MANAGER FROM: POLICE DEPARTMENT SUBJECT: LOCAL LAW ENFORCEMENT BLOCK GRANT PROGRAM SUMMARY: The Omnibus Appropriations Act for fiscal year 1999 (Public Law 105-119) authorizes the Director of the Bureau of Justice Assistance (BJA) to make funds available to local government under the Local Law Enforcement Block Grant (LLEBG) Programs for reducing crime and improving public safety. The Police Department proposes to use the 2004-2005 LLEGB funds to purchase communications equipment, specifically handheld radios. RECOMMENDATION: 1. Open and close a Public Hearing. 2. Authorize usage of the funds as recommended by the Police Department. FISCAL IMPACT: The grant award is in the amount of $19,434.00 and does require a matching amount of $2,159.00, for a total appropriation of $21 ,593.00. BACKGROUND: This year the police department is looking to enhance its communication capabilities, specifically mobile radios. Since the September 11, 2001 incident, our department has had to respond to an increase in calls for servicè from the public. More personnel have been shifted into first responder positions to address this issue. It is essential that our first responders have the equipment to communicate with dispatch personnel, as well as other first responders; not only from our agency, but from surrounding agencies as well. These funds will allow us to purchase equipment to meet those needs. On August 10, 2004 a meeting of the Advisory Board as required by the grant was held. The Advisory Board expressed no opposition to the purpose as outlined by the Police Department for expenditure of the funds. ~Ç4 STEVE FOSTER Chief of Police SF:tt OFFICIAL NOTICE OF PUBLIC HEARING Notice is hereby given that the City Council, of the City of Tustin, will conduct a public hearing on September 20, 2004 at 7:00 p.m. in the Council Chambers, 300 Centennial Way, Tustin, California to consider the following: THE POLICE DEPARTMENTS USE OF LOCAL LAW ENFORCEMENT BLOCK GRANT (LLEBG) FUNDS TO PURCHASE COMMUNICATIONS EQUIPMENT This grant will be used to purchase mobile communications equipment directly related to enhancing our responses to requests for service from the public, and assist in coordinating the management of emergency operations. If you challenge the subject items in court, you may be limited to raising only those issues you or someone else raised at a public hearing described in this notice or in written correspondence delivered to the City of Tustin at, or prior to, the Public Hearing.
