(Agenda Item 1) 1. LOCAL LAW ENFORCEMENT BLOCK GRANT PROGRAM Public hearing to comply with the Federal Department of Justice requirement on the acceptance of $19,434.00 plus a matching amount of $2,159.00 for a total appropriation of $21,593.00 in Local Law Enforcement Block Grant funds to be used for communication equipment. The Omnibus Appropriations Act for fiscal year 1999 (Public Law 105-119) authorizes the Director of the Bureau of Justice Assistance (BJA) to make funds available to local government under the Local Law Enforcement Block Grant (LLEBG) programs for reducing crime and improving public safety. The Police Department proposes using the 2004-05 LLEBG funds to purchase communications equipment, specifically handheld radios. Authorize usage of funds as recommended by the Police Department CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine by the City Council and will be enacted by one motion without discussion. Persons wishing to speak regarding Consent Calendar matters should file a "Request to Speak" form with the City Clerk. (Agenda Items 2 through 6) 2. APPROVAL OF MINUTES - SPECIAL MEETING OF SEPTEMBER 1, 2004 AND SPECIAL AND REGULAR MEETINGS OF SEPTEMBER 7,2004 Recommendation: Approve the Special City Council Meeting Minutes of September 1, 2004 and the Special and Regular City Council Meeting Minutes of September 7,2004. 3. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amounts of $1 ,986,653.48, $16,078.90, $640,926.68; Reversals in the amount of $274,492.93, and ratify payroll in the amount of $487,919.19 4. PLANNING COMMISSION ACTION AGENDA - SEPTEMBER 13, 2004 All actions of the Planning Commission become final unless appealed by the City Councilor member of the public. Recommendation: Ratify the Planning Commission Action Agenda of September 13, 2004. 5. APPROVAL OF CONSULTING SERVICES AGREEMENT FOR RAILWAY QUIET ZONE EVALUATION AT THE RED HILL AVENUE/OCTAlSCRRA RAILWAY CROSSING Recommendation: Approve the Consultant Services Agreement with Aztec Engineering California, Inc. for the evaluation of a Quiet Zone at the Red Hill Avenue I OCTA I SCRRA railway crossing in the amount of $10,000.00 and authorize the Mayor and City Clerk to execute the Consulting Services Agreement on behalf of the City. APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE PHASE I TUSTIN LEGACY BACKBONE INFRASTRUCTURE PROJECT (VALENCIA NORTH LOOP ROAD, ARMSTRONG AVENUE, LANSDOWNE ROAD, SEVERYNS ROAD, AND WEST CONNECTOR ROAD) (CIP NO. 7139) Recommendation: Adopt resolutions. RESOLUTION NO. 04-81 - A resolution of the City Council of the City of Tustin, California, finding that pursuant to Public Resources Code Section 2116 and Section 15168(c) of the State of California Environmental Quality Act (CEQA) guidelines, Phase I Tustin Legacy Backbone Infrastructure Project (Valencia North Loop Road, Armstrong Avenue, Lansdowne Road, Severyns Road, and west Connector Road) (CIP No. 7139) is within the scope of the final joint program MCAS Tustin Environmental Impact Statement! Environmental Impact Report (MCAS Tustin FEIS/EIR); that no new environmental document is required; and that applicable mitigation measures have been incorporated into the project RESOLUTION NO. 04-82 - A resolution of the City Council of the City of Tustin, California approving Plans and Specifications for the Phase I Tustin Legacy Backbone Infrastructure Project (Valencia North Loop Road, Armstrong Avenue, Lansdowne Road, Severyns Road, and west Connector Road) (CIP No. 7139) and authorizing advertisement for bids SECOND PUBLIC INPUT - Refer to First Public Input for information. OTHER BUSINESS - City Manager, City Attorney, City Council COMMITTEE REPORTS - City Council ADJOURNMENT - The next regular meeting of the City Council is scheduled for Monday, October 4, 2004, at 7:00 p.m. in the Council Chamber at 300 Centennial Way, Tustin.
