HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AUTHORIZATION FOR THE STATE TO PURCHASE FURNITURE FOR FIELD SERVICES SUMMARY A review of the existing office workstations at the Field Services Yard has determined that it is necessary to replace the existing office furniture with ergonomically correct furniture. Staff is recommending that the City Council approve Resolution 01-51 authorizing the General Services Department of the State of California to purchase office furniture for the Public Works Field Services Division on behalf of the City. RECOMMENDATION It is recommended that the City Council approve Resolution 01-51 authorizing the City to purchase office furniture for the Public Works Department through the State of California General Services Department furniture contract for Steelcase furniture. FISCAL IMPACT Funds for the acquisition of ergonomically correct furniture have been previously appropriated and are available in Public Works operating budget. The total cost of this project is $29,515.61. BACKGROUND A qualified consultant has determined that many of the office workstations at the Field Services Office at 1472 Service Road are not ergonomically correct and, as a result, the City may be at risk of significant workers compensation exposure for repetitive stress injuries. To alleviate this situation, staff proposes to purchase various ergonomically designed chairs and desks through the California Department of General Services. Most of the existing furniture at this location is at least ten years old and will be declared surplus. Staff has investigated the acquisition of this furniture and has determined that the furniture could not be reasonably acquired at a price less than the State contract rate. Field Services Furniture Acquisition May 21, 2001 Page 2 City Code section 1624c states the following: "When In the opinion of the purchasing agent supplies, materials or equipment can be more efficiently or more cheaply obtained if acquired on behalf of the City by the State of California Department of General Services...the purchasing agent shall so advise the City Council. Acquisition of any such supplies, materials or equipment by the State of California Department of General Services...may be authorized by resolution of the City Council." Staff requests the City Council to authorize this acquisition through the State contract for Steelcase furniture by approving Resolution 01-51. Tim D. WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorizes the City to purchase equipment through the State of California General Services 8 Department if it can be acquired more cheaply or efficiently by the State; 9 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California, does hereby authorize the City, through the State of 10 California Department of General Services furniture contract for Steelcase 11 products, to purchase various furnishings pursuant to Section 10324 of the California Public Contract code and that Mr. William A. Huston, City Manager, is 19. hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
