SUBJECT: AWARD OF CONTRACT FOR WATER MAIN REPLACEMENTS FOR FIRST
STREET, LA COLINA LANE, SKY LANE, GERSHON PLACE AND THIRD
STREET (CIP NO. 6145)
SUMMARY
Award of this contract will provide for the replacement of deteriorated and undersized water mains
and service laterals in First Street, La Colina Lane, Sky Lane, Gershon Place and Third Street.
RECOMMENDATION
It is recommended that the City Council 1) appropriate $140,000 from the Water CIP fund; 2)
Award the construction contract for the Water Main Replacements to Ken Thompson, Inc., of
Cypress, California in the amount of $335,000 and; 3) Authorize the Mayor and City Clerk to
execute the contract documents on behalf of the City.
FISCAL IMPACT
The FY 00/01 appropriation for the construction of this project is $260,000. With contingencies,
construction support and other engineering services, the total construction cost of this project is
estimated at $390,500. Staff is requesting that $140,000 be appropriated from the unappropriated
balance of the Water ClP Fund to bring the total construction allocation to $400,000. These funds
were scheduled to be appropriated in the FY 01/02 CIP Budget.
BACKGROUND
Bids for the Water Main Replacements' were opened on May 8, 2001. Seven (7) bids were
received and the results are as follows:

The Iow bid for this project is approximately 2.6% above the engineer's estimate of $346,400. The
bid was reviewed and appears reasonable. The references and State Contractor's License for
Ken Thompson, Inc., have been checked and are appropriate for this project.

The following table summarizes the work to be performed:
Construction $335,000
Construction Contingencies (10%) $ 33,500
Additional Design Services $ 2,000
Construction Support and Testing $ 20.000
Total $390,500
The project was budgeted as a Water Capital Improvement Program Project within the current
Fiscal Year. This project will continue into FY 01/02.
The construction of the Water Main Replacements is part of the overall Water Capital
Improvement Program.
