SUBJECT: AWARD CONTRACT FOR THE FISCAL YEAR 2017-18 ROADWAY
REHABILITATION AND SIDEWALK REPAIR PROJECT, CIP NO. 70017
SUMMARY
Staff is requesting the City Council award a construction contract to the lowest
responsive/responsible bidder for the Fiscal Year (FY) 2017-18 Roadway Rehabilitation and
Sidewalk Repair Project, CIP No. 70017.
RECOMMENDATION
It is recommended that the City Council award a construction contract to the lowest
responsive/responsible bidder, Hardy & Harper, Inc. in the amount of $1,575,125.40, for the FY
2017-18 Roadway Rehabilitation and Sidewalk Repair Project, CIP No. 70017 and authorize the
Mayor and the City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
Sufficient funds in the amount of $1,656,000 have been budgeted and appropriated in the Fiscal
Year 2017-2018 Capital Improvement Program Budget. CIP No. 70017 is part of the City's
ongoing Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M
(M2) funding. Funding is provided through a combination of General Fund (Fund 200), Measure
M2 Fair Share (Fund 139), and Gas Tax (Fund 130).
CORRELATION TO THE STRATEGIC PLAN
Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's
Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements
Strategy #3, which among other items, is to ensure continuous maintenance and improvement of
public facilities.
DISCUSSION
The Roadway Rehabilitation and Sidewalk Repair Project, CIP No. 70017 for Fiscal Year 2017-18
includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic
striping on various streets within Zone 6 of the City's Pavement Management Program. The City is
divided into seven pavement management zones with one zone targeted each year for pavement
maintenance. Through a rolling seven year cycle, this program is intended to maintain the integrity
of City streets. The current phase, Zone 6 (attached map), is generally bounded by Santa Ana
Freeway (1-5) to the north, Tustin Ranch Road to the west, Barranca Parkway to the south, and
Harvard Avenue/East City Limit to the east. The project also includes citywide sidewalk repair
which focuses on removal and replacement of damaged sidewalk at numerous locations
throughout the City based on an annual field survey conducted by the Engineering Division. The
Engineer's Estimate is $1,455,000.

Formal bids were publicly opened on May 29, 2018 and reviewed by Public Works. Five (5) bids
were received and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for Hardy & Harper, Inc. and
has determined that they are appropriate for the subject project.
It is recommended that the City Council award the construction contract to the lowest
responsive/responsible bidder, Hardy & Harper, Inc. for the FY 2017-18 Roadway Rehabilitation
and Sidewalk Repair Project, CIP No. 70017 and authorize the Mayor and the City Clerk to
execute the contract documents on behalf of the City.
