APPROVAL AUTHORITY: Pursuant to Section 3.19.4b of the Tustin Legacy Specific Plan, a master sign plan is required for multi-tenant centers. Pursuant to Section 9404b.6 of the Tustin City Code (TCC), a conditional use permit is required for master sign plans that request deviations from sign standards in the TCC. BACKGROUND: Site and Location The project site is located along Barranca Parkway, between the intersections of future Flight Way and future Airship Avenue within Neighborhood E of the Tustin Legacy Specific Plan. (Attachment A -- Location Map). The project site is comprised of the Flight at Tustin Legacy Phase 1 development area and this seventeen and one-half (17.6) acres site is currently under construction. The area to the south of the project site includes the future Flight at Tustin Legacy Phase 2 as well as existing commercial and office centers within the City of Irvine. The area to the east is comprised of future Flight at Tustin Legacy Phase 2. To the north and west is a portion of the Tustin Legacy Linear Park. kw oject Sit 3 � r ■ I I y. Flight at Tustin Legacy Phase 1 is comprised of eight (8) buildings with a total of 390,440 square feet of building space. In addition, the master sign plan will provide permanent directional and informational signs to facilitate smooth internal circulation by motorists to access and navigate through the property safely. PC Report June 26, 2018 CUP 2018-02 Page 4 Project Identification Signs The proposed project identification signs incorporate layered components that give the signage a sculptural quality. The proposed design shows "Flight at Tustin Legacy" words mounted onto a low curved concrete base and behind it is a triangular structure constructed of perforated metal, which will be internally illuminated to provide a low glow lighting effect (Figure 3). A total of four (4) signs are proposed, one (1) of which will be the main sign at thirteen (13) feet high and located at Flight Way and Barranca. PC Report June 26, 2018 CUP 2018-02 Page 5 The truss sign is designed to be mounted under a roof eave and is intended for main tenants in the buildings located at 1700, 1730, 1735 and 1775 Flight Way, which are the four-story office buildings. Each building would have a maximum of two (2) truss signs. The truss framing would be twenty (20) feet wide by nine (9) feet eight (8) inches tall and installed under the building eave (Figure 4). The tenant signage would have a maximum sign area of 195 square feet and comprised of individual channel letters and/or logo mounted on the truss. 2P4 16' 77 E i A I II 4 I� ' l Figure 4—Truss Sign As an alternative to the truss sign, main tenants have the option of a blade sign to be mounted on the sign of the office building. The blade sign may only be installed on a building if the building does not have truss signs and would be thirty-five (35) feet tail and six (6) feet wide with a maximum sign area of 210 square feet (Figure 5). The blade sign would be double-sided and installed approximately sixteen (16) feet above the ground. Figure 6 shows the suspended sign that would be installed underneath an upper story exterior walkway and in front of the tenant space. This sign would have a maximum twenty-six (26) square feet of sign area made of individual letters and/or company logo. This sign type would be applied on the buildings at 1700, 1730 and 1775 Flight Way. These signs will be twenty-two (22) square feet maximum in sign area and applied only on the southwest elevation of the building. A d0 t.. These individual channel letter signs will be mounted to the wall and be maximum twenty-six (26) square feet in area (figure 8). These signs will have maximum seventeen (17) square feet of sign area with the letter height between fifteen (15) to twenty-two (22) inches high (Figure 9). 4 , 1 Q it II TU Figure 9--Narrow Rail Sign Tenant Monument Sipns The applicant also proposes three (3) types of tenant monument signs to identify tenants located within the center. Two (2) will be located along Barranca Avenue, one (1) will be located near the Butler buildings and four (4) will be located within interior parking areas. PC Report .lune 26, 2015 CUP 2015-02 Page 9 The proposed tenant monument signs along Barranca Avenue would be within the landscape setback area and located at least twenty-seven (27) feet from vehicle travel lanes. The signs will be twenty (20) feet high and have space for six (6) tenant names along with the center identification name (Figure 10A). The scale of this sign is intended to be visible to drivers along Barranca Avenue and inform them of business located in the center. Each tenant sign would be maximum eleven (11) square feet in sign area. The proposed tenant monument sign for the Butler buildings is design primarily to help direct pedestrians to the correct building. These signs help direct people to the centers amenities such as the food hall and the delivery PC Report June 26, 2018 CUP 2018-02 Page 10 areas. The applicants have proposed a unique directional sign for the center's food hall, called the Mess Hall in response to the Tustin Legacy's former military use, with a sculptural sign in the shape of a paper airplane pointing towards the Mess Hall building (Figure 11). Only one (1) sculptural directional sign is proposed and would be located on the northwest corner of Flight Way and Airship Avenue. Other directional signs are designed similar to the tenant monument signs and are proposed to be located along the interior streets and intersections. The proposed ground sign incorporates individual freestanding steel letters installed in a rock cobble base on the ground in the area south of the main entrance (Figure 12). These Corten steel letters are designed to have a rust coating, which acts as a protective surface and helps prevent the metal underneath from corroding. The logo and statement graphics would be constructed of individual channel letters and the tenant identification signs would be cabinet signs with push-through acrylic letters in keeping with the high level sign design throughout the center. HALL 10 r �f r r 1 1 i Figure 14-Assembly Hall Identification Signs Rooftop Signs The applicant is proposing to utilize the roof for signage opportunities for select buildings to provide aerial visibility of the center and tenants. The buildings eligible for a rooftop sign are located at 1700 and 1735 Flight Way, and only if the building is a single tenant occupancy building. All other buildings may not have a rooftop sign. The proposed sign design would be located on flat roof and limited to 6,300 square feet in sign area and maximum seventy (70) feet by ninety (90) feet in dimensions (Figure 15). The sign may be made from durable, non-weathering material that projects maximum three (3) inches above the roof surface or painted on the roof and cannot be illuminated. Figure 15— Rooftop Signs Art Tower The applicant also proposes to apply images, graphics or other painted artwork on the tower elements of the buildings located at 1700, 1730, 1735, 1770 and 1775 Flight Way, which includes the development's parking structure. Any proposed artwork will be reviewed by the building ownership association and the City. The proposed master sign plan offers a different design and scale than what is required within the Tustin City Code and complements and enhances the development. Visual Clearance Requirements The Public Works/Engineering Division has reviewed the proposed Master Sign Plan and requires that each sign conform to the City's sight distance requirements to ensure adequate visual clearance is provided. Prior to sign installation, Public Works Department staff will review each proposed sign location upon the submittal of building permit applications. Flight at Tustin Legacy Phase 2 The building designs and site design for Flight at Tustin Legacy Phase 2 has not been proposed. Proposed signage for this future phase of development will be reviewed in context with the Phase 1 master sign plan for appropriateness and compatibility. FINDINGS: In determining whether to approve the CUP for the proposed master sign plan, the Planning Commission must determine whether or not the proposed signage will be detrimental to the health, safety, morals, comfort, or general welfare of the persons residing or working in the neighborhood, nor be injurious or detrimental to the property and improvements in the neighborhood of the subject property, or to the general welfare of the PC Report June 26, 2018 CUP 2018-02 Page 15 City of Tustin. A decision to approve this request may be supported by the following findings:. 1. That pursuant to Section 3.19.4b of the Tustin Legacy Specific Plan and Tustin City Code Section 9403h, an applicant may provide for a comprehensive master sign plan that differs from the Tustin Sign Code standards upon submittal and approval of a conditional use permit. 2. Flight at Tustin Legacy is an office development project that requires coordinated and themed sign design. Adequate sign standards are contained within the master sign plan to reflect a common theme, incorporate design elements in terms of sizing, scale, massing, materials, letter styles, colors, illumination, sign type and sign shape to ensure that signage has been coordinated throughout the project site. As conditioned, the requested sign criteria is consistent with the context, scale, and objective of the sign program, which is to provide project and site information to patrons, motorists and others. 3. The signs proposed within the master sign plan are unique and appropriate for an office development of the size of Flight at Tustin Legacy. 4. Rooftop signs may be allowed within the City of Tustin, subject to an approved conditional use permit. That the proposed rooftop signs will not be visible from the public street and will provide increased aerial visibility of a business tenant. 5. The proposed art tower feature is considered a mural and is allowed within the City of Tustin, subject to an approved conditional use permit. That, as conditioned, the proposed mural will not promote a product or business and will be subject to City review. 6. The Traffic Engineering Division of the Public Works Department has reviewed the proposed Master Sign Plan and has concluded that, as conditioned, there will be no adverse traffic impacts resulting from the signs authorized by the proposed Master Sign Plan. The objective is to create unique and high quality signage, which is an integral part of the architecture and image of Flight. The intent of this sign criteria is to ensure that tenant signage is designed and executed in a manner that will achieve these objectives while providing superior identification of tenants and tenants' business, including incorporation of brand identification. All tenant signage shall be subject to landlord's approval as provided in this criteria where consistent with this criteria. All signage must comply with all applicable codes and standards. All signs shall be maintained in good repair. Landlord shall be responsible for the timely removal of, and replacement of any sign deemed by the City in need of repair. Tenant Signage Submission: These signage requirements and approvals processes have been reviewed by the City of Tustin. The guidelines are specific to Flight at Tustin Legacy and may differ from the general requirements for signage in other parts of the City. However, as signage is an integral part of the development of Flight at Tustin Legacy, these more specific requirements have been adopted. The Landlord, through his Design Consultant, must approve any and all signage prior to submittal to the City of Tustin Planning and Building Divisions. The City will not issue signage permits without documents including shop and engineering drawings indicating the Design Consultant's or designee's approval. Submit final detail drawings to the Design Consultant for review and approval. Incomplete submissions to the Design Consultant will be returned without review. The submission must include the size and dimensions of all signs, letter heights, materials, specified colors and color chips, mounting details of all signs, graphic representation of all signage in relation to the storefronts, including exact location of signs, and any other requirements specified by the City of Tustin Planning and Building Divisions. Only when the final design sets have been returned with the Design Consultant's approval may the tenant apply for City approval. Tenant shall submit plans and other required materials to the City of Tustin Planning and Building Divisions for sign permit and building permit pursuant to the city's application processes. The Planning Commission of the City of Tustin does hereby resolve as follows: I. The Planning Commission finds and determines as follows: A. That proper application has been submitted by Flight Phase 1 Owner LLC (Lincoln Property Company) for the establishment of a master sign plan for Flight at Tustin Legacy, an office center on approximately 17.5-acre site located at 1700 to 1787 Flight Way. B. That pursuant to Section 3.19.4b of the Tustin Legacy Specific Plan and Tustin City Code Section 9403h, an applicant may provide for a comprehensive master sign plan that differs from the Tustin Sign Code standards upon submittal and approval of a conditional use permit. If the use is not operated in accordance with CUP 2018-02, or is found to be a nuisance or negative impacts are affecting the surrounding tenants or neighborhood, the Community Development Director may impose additional conditions to eliminate the nuisance or negative impacts, or may initiate proceedings to revoke the Conditional Use Permit. MASTER SIGN PLAN (1) 2.1 A sign permit shall be applied for and obtained from the Community Development Department prior to constructing, erecting, altering, replacing, moving, or painting any sign, except for signs exempt from a permit according to the Tustin Sign Code. Permit applications shall be accompanied by information as required for a standard sign plan or master sign plan, pursuant to the Tustin Sign Code. (1) 2.2 All signs shall conform to Flight Master Sign Plan and revert to the City of Tustin Sign Code for any issues that remain silent in said master sign plan. Minor changes could be made if signs meet the spirit and intent of the Master Sign Plan and approved by the Community Development Department. (1) 2.3 All signs shall be structurally safe and maintained in good condition at all times. The Community Development Director shall have the authority to order repair, replacement, or removal of any signs which constitute a hazard or nuisance to the safety, health, or public welfare by reason of inadequate maintenance, dilapidation, or obsolescence. Exhibit A Resolution No. 4366 Page 3 (1) 2.4 Landscaping shall be maintained so as not to obscure signs located in landscape areas. (1) 2.5 All signs shall be constructed of a non-corrosive, rust-resistant finish so as not to degrade in adverse weather conditions. (1) 2.6 The locations for any signs shall comply with the City of Tustin Guidelines for Determining Sign Location Visual Clearance and Public Safety Areas. Signs shall not be placed in a manner that will obstruct or inhibit sight distance or visibility for the motorist. At plan check submittal, all signs shall be clearly identified on plans as to the exact locations. Any signs in proximity to the public right-of-way that could impact driver sight shall be shown at a larger scale that will be adequate for plan check purposed. (1) 2.7 Sign illumination shall not constitute a traffic hazard or cause disruptive glare to motorists and pedestrians. Sign illumination shall be confined to the property. Sign illumination brightness levels shall be in compliance with Tustin Sign Code Section 9404g1e and subject to field inspection by the Community Development Department— Planning Division. (4) 2.8 Rooftop signs shall not be illuminated. (4) 2.9 Art Tower artwork requires Design Review and approval by the Community Development Department prior to installing or applying artwork to towers. (4) 2.10 The applicant shall submit updated sign plans, for City review and approval, incorporating additional signage to effectively identify the parking structure building and address at 1770 Flight Way. (4) 2.11 The applicant shall submit updated sign plans, for City review and approval, showing individual copy of each directional sign (Sign Type 6) within the center. PLAN SUBMITTAL (3) 3.1 At the time of building permit application, the plans shall comply with the latest edition of the codes (building codes, Green Building Code), City Ordinances, State, Federal laws, and regulations as adopted by the City Council of the City of Tustin. PUBLIC WORKS ENGINEERING (1) 4.1 All monument signs and its foundation shall be constructed on private property. Exhibit A Resolution No. 4366 Page 4 (1) 4.2 Prior to any work in the public right-of-way, an Encroachment Permit shall be obtained from and applicable fees paid to the Public Works Department. FEES (1) 5.1 Within forty-eight (48) hours of approval of the subject project, the applicant shall deliver to the Community Development Department, a cashier's check payable to the COUNTY CLERK in the amount of fifty dollars ($50.00) to enable the City to file the appropriate environmental documentation for the project. If within such forty-eight (48) hour period the applicant has not delivered to the Community Development Department the above-noted check, the statute of limitations for any interested party to challenge the environmental determination under the provisions of the California Environmental Quality Act could be significantly lengthened.
