STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: NOTICE OF COMPLETION FOR THE EL CAMINO REAL/JAMBOREE ROAD MEDIAN MODIFICATIONS AND STRIPING REVISIONS PROJECT, CIP NO. 70238 IN SUMMARY Construction for the EI Camino Real/Jamboree Road Median Modifications and Striping Revisions Project, CIP No. 70238 has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 18-50 accepting the construction of the EI Camino Real/Jamboree Road Median Modification and Striping Revisions Project (CIP No. 70238); and 2. Authorize the City Engineer to execute and file the Notice of Completion with the County Recorder's Office. FISCAL IMPACT Sufficient construction funding in the amount of $143,639 was budgeted and appropriated in the Fiscal Year 2017-2018 Capital Improvement Program for the EI Camino Real/Jamboree Road Median Modifications and Striping Revisions Project. The total expenditure for construction is $112,906.20. The project is funded through Gas Tax and grant funds awarded through OCTA's Measure M2 Regional Capacity Program (RCP). CORRELATION TO THE STRATEGIC PLAN The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is to ensure continuous maintenance and improvement of traffic control and transportation facilities. DISCUSSION AND BACKGROUND EI Camino Real is designated as a secondary arterial roadway on the Orange County Master Plan of Arterial Highways (MPAH) and has four travel lanes and a raised, landscaped median through the Tustin MarketPlace shopping area. Under the Measure M2 RCP Project O Intersection Capacity Enhancement (ICE) Program, OCTA awarded funds to the City to design and construct a second eastbound left -turn lane on EI Camino Real at Jamboree Road to serve additional traffic stacking demand. The project NOC for EI Camino Real/Jamboree Road Median Modifications July 17, 2018 Page 2 modified the existing landscaped median and restriped the eastbound leg of the intersection to accommodate the second left -turn lane. Previously, eastbound vehicles on EI Camino Real turning left onto Jamboree Road stack out of the left -turn pocket and impede the eastbound through traffic at the intersection. This occurred in the mid-day and PM peak periods. The project added capacity and reduced congestion by removing the extended queue due to a single left -turn lane and adding the second left -turn lane in the eastbound direction. Construction components included a median modification, roadway construction, traffic signal detection modifications, and signing and striping revisions. Construction is complete to the satisfaction of the City Engineer and is now ready for City Council acceptance. Dou I s . Stack, P.E. D� c of Public Works/City Engineer Attachment 1: Resolution 18-50 RESOLUTION NO. 18-50 A RESOLUTION OF THE CITY COUNCIL CALIFORNIA, ACCEPTING THE WORKS AUTHORIZING THE RECORDATION COMPLETION FOR THE EL CAMINO MEDIAN MODIFICATIONS AND STRIPING NO. 70238 OF THE CITY OF TUSTIN, OF IMPROVEMENT AND ,OF THE NOTICE OF REAUJAMBOREE ROAD REVISIONS PROJECT, CIP WHEREAS, Aramexx Group, Inc., having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: EI Camino Real/Jamboree Road Median Modification and Striping Revisions Project, CIP No. 70238 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
