REQUESTS TO EXCUSE COMMISSIONER ABSENCES
In accordance with Council Ordinance 1481, consider whether to approve requests from
two Planning Commissioners to excuse absences from Planning Commission meetings.
RECOMMENDATION:
It is recommended that the City Council consider whether to approve requests by
Planning Commissioners Amy Mason and Jeff Thompson to excuse two (2) absences
each from Planning Commission meetings.
FISCAL IMPACT:
None.
CORRELATION TO THE STRATEGIC PLAN:
The requested actions correlate with the City's Strategic Plan Goal E: "Organizational
Excellence and Customer Service: Be a high performance organization, with effective
customer service provided by professional staff."
BACKGROUND AND DISCUSSION:
On May 16, 2017, the City Council adopted Ordinance 1481 to amend the Tustin City
Code rules that govern the appointment and terms of the City's Audit, Community
Services and Planning Commissioners. One of the rules adopted at that time provides
that a commissioner who misses four commission meetings in any twelve (12) month
period would be automatically removed from his/her position on that commission, but the
rule expressly excludes any absences as are "excused by action of the City Council."'
Pursuant to that Ordinance, only the City Council has authority to excuse an absence.

At its June 5, 2018 meeting, the City Council considered whether to "pre -approve" certain
categories of absences if they were caused by certain factors (e.g., illness, attendance at
commission -related conferences, etc.) After discussing the matter, the City Council
decided by 4-1 vote (Mayor Pro Tem Gomez dissenting) to maintain the existing code as
it relates to commissioner absences, thus declining to excuse absences by categories.
As a result, requests for excused absences are considered by the City Council on a case-
by-case basis.
Requests from Planning Commissioner Mason:
Planning Commissioner Mason has missed three meetings in the past twelve months, on
November 14, 2017, February 3, 2018, and February 20, 2018. Commissioner Mason
has requested that the City Council excuse two of those absences for the reasons detailed
below:
The Regular meeting on February 13th, 2018.
a. Commissioner Mason alerted City staff that she expected to be absent
from the February 13th meeting.
b. Commissioner Mason was home with an illness from February 101h
through 14tH
c. Commissioner Mason's March 13, 2018 letter about this is attached as
Attachment A.
2. The Special Meeting that was scheduled as a joint Planning Commission and
City Council meeting on February 20, 2018.
a. When Commissioner Mason was polled about her availability for that
special meeting, she noted that she would not be able to attend.
b. Commissioner Mason's email requesting this absence be excused is
attached as Attachment B.
Request from Planning Commissioner Thompson:
Planning Commissioner Thompson has not missed any meetings in the past twelve
months. However, he anticipates that he will miss two future Planning Commission
meetings, on October 9, 2018 and January 22, 2019, if meetings occur on those dates.
Commissioner Thompson has requested that the City Council excuse those two
absences (should meetings occur as scheduled on those dates) for the reasons detailed
below:
Each section contains an identical subsection (c) that provides, in pertinent part, that a commissioner ""shall
automatically be deemed removed from office upon certification of election of that member to the City
Council as provided in Section 1305b of this Code, or upon the occurrence of four (4) absences from
Commission meetings within any twelve (12) consecutive month period, excluding any such absences as
may be excused by action of the City Council." [Emphasis added.]

Both absences (October 9, 2018 and January 22, 2019) are to attend Harvard
Business School to complete an alumni Program for Leadership Development.
(A copy of the brochure for the Harvard Program for Leadership Development
is attached as Attachment C for the Council's consideration.) This is a
continuation of studies he has participated in at the school for the last two
summers.
2. The program will require him to be on campus in Cambridge, MA for the first
half of October 2018 and latter half of January 2019, thus missing the two
corresponding Planning Commission meetings (if the Commission meetings
are convened).
3. Commissioner Thompson reports that he is currently unaware of any other
Planning Commission meetings that he is scheduled to miss.

ALUMNI CHALLENGE
During Module 3, your living group will compete to
find a winning solution to a real-world Alumni
Challenge. Building on the coursework in innovation
and collaboration, you will leverage your group's
unique talents and learn how to lead diverse teams
in a global context. Your living group coach and project
faculty adviser will be on hand to provide valuable
feedback via a dedicated portal, online meeting rooms,
and teleconferencing.
To help establish a common level of knowledge in the
classroom, you and your peers are asked to complete introductory
courses in accounting, finance, and quantitative methods before
arriving on campus. While this work is self-directed, you are
expected to dedicate 10 to 12 hours of work each week in the 12
weeks leading up to Module 2. Through the HBX digital learning tool,
you will have access to PLD's proprietary skill -building materials,
interactive exercises, and instructional webinars, including "How to
Prep a Case." Pre -reading topics will include Strategy as well
as Business, Government and the International Economy.
These online tutorials and proficiency exams are designed to

are posted on our website, participants may apply.
Once the review process has begun, the Admissions
Committee meets monthly and admits qualified
candidates on a rolling, space -available basis.
Since PLD sessions tend to fill to capacity, early
application is recommended.
Because Executive Education programs enhance the
leadership capacity of the participants as well as

Selective enrollment of highly qualified and
diverse candidates enhances the PLD learning
experience and value for supporting organizations.
The Admissions Committee takes into account
a candidate's organizational level; management
experience, particularly in senior management;
and future responsibilities and assembles qualified
individuals who are senior -level decision -makers
representing a wide range of backgrounds. Although
there are no formal educational requirements for
PLD, proficiency in written and spoken English is
essential for completing course assignments and
engaging in fast-moving discussions. If English is the
applicant's second language or if he or she has less
than one year's experience working in an English-
speaking environment, a brief statement documenting
proficiency in English is required. A telephone
or personal interview also may be required as part
of the admissions process.

Harvard Business School Executive Education
requires that a letter of reference be completed by
a senior executive within the applicant's organization,
a board member of the applicant's company, or a
Harvard Business School graduate familiar with the
applicant's role and responsibilities who can provide
