PUBLIC ART COMMITTEE APPOINTMENTS
Mayor Murray appointed an ad hoc committee consisting of Mayor Murray and
Councilmember Clark to interview the Public Art Committee candidates and make a
recommendation to the full City Council.
RECOMMENDATION:
It is recommended that the City Council:
1. Appoint the following three candidates to serve a four-year term on the Public Art
Committee: Kimberly Powell Albarian, Meg Gullo, and Ellen Kirwan; and
2. Appoint the following two candidates to serve a two-year term on the Public Art
Committee: Bonny Hsu and Scott McMillin.
FISCAL IMPACT:
There is no fiscal impact associated with this item.
BACKGROUND:
On March 20, 2018 the City Council adopted Resolution No. 18-17 establishing the Public
Art Committee. At that time, it was identified that the terms of the appointments would be
staggered so that they do not all expire in the same year. The policy stated: three
members will be appointed to serve four year terms and two members will serve an initial
two-year term. Thereafter, all members would be appointed to serve staggered four year
terms.

On July 10, 2018, Mayor Murray and Councilmember Clark interviewed the following
twelve candidates for the Public Art Committee: Kimberly Powell Albadan, Meg Gullo,
Bonny Hsu, Jennifer Imus, Ellen Kirwan, Janet Lomax, Scott McMillin, Laura Murphy,
Julie Diebolt Price, Linda Rife, Leo Savoie, and Karen Twaddell.
Mayor Murray and Councilmember Clark are recommending the following applicants for
Council's consideration: Kimberly Powell Albarian, Meg Gullo, Bonny Hsu, Ellen Kirwan,
Scott McMillin. Below are excerpts from the candidate's applications responding to What
qualifies you to serve on this committee?:
1. Kimberly Powell Albarian
My formal education includes a Bachelors Degree from Whittier College in Fine
Arts and a Masters Degree in Public Art Administration from the University of
Southern California. My strong educational background in the arts and over twenty
fives in the public sector make me a strong candidate. I understand and have
participated in the community outreach process, assisted artists with their vision
without compromising their creativity, navigated through various complex issues
and worked with the City Council to help them accomplish a goal without political
fallout. My professional experience has enabled me to work closely with various
community groups, donors, corporations and foundations, artists, schools, non
profit arts organizations and elected officials. I had the privilege to live in Boston
for two years after college and was a paid Intem/Community Outreach Coordinator
at the Boston Children's Museum. I also was fortunate to teach art at a family
temporary homeless shelter in Norwalk during my college summers. These
opportunities helped strengthen my passion for the arts, culture and creating
community.
2. Meg Gullo (2017 Citizen Academy Graduate)
I feel I am qualified to serve because of my community involvement in Tustin. I was
fortunate to participate in the 2017 Citizen's Academy and even more fortune to
be the Self -Proclaimed Valedictorian and deliver a speech at commencement. I
live in Old Town and love it — the ability to walk around and take in part of the city's
history. This is enhanced by the planters with Tustin landmarks, the bust of our
city's founder and the preservation of aesthetics of the older buildings make it more
charming. Serving on this committee, I would like to help ensure as Tustin
continues work on the Legacy that the newer community has well -thought out
public pieces that respect the rich history that specific site has to offer. I feel that
as a resident of Tustin I have the responsibility to get involved and contribute to its

success — and I hope to make others I encounter share this sense of duty. I may
lack a rich history related to art, but I feel I make up for in passion, commitment
and willingness to do what it takes to get the job done.
3. Bonny Hsu
Aside from attending Art Center College of Design in Pasadena, I have also been
a past Director, current Advisor, with the Chinese Club of San Marino from 2014
to 2016. 1 am also currently the PR Chair for the San Marino -Pasadena Chapter of
the Los Angeles Philharmonic Affiliates Committee, where we promote and
sponsor local music programs. Since moving to Tustin, I would love to be more
involved with the community here.
4. Ellen Kirwan (2017 Citizen Academy Graduate)
am qualified and excited to serve on this committee.
I am an active member of Tustin Area Council for Fine Arts, serving as a volunteer
in Encore and now an executive board member as VP of communications. In this
capacity I am active in maintaining and updating the website and in charge of all
press releases, written and social media, including email and Facebook postings
and advertising. As a board member of TACFA, I am actively involved in 12
different art and music programs including: Artscape, Smile Tustin, Tustin Plein Air
contest, Tustin Art Walk, and the Student Art Invitational where I also was a judge
in my capacity as an artist. As an active member of TACFA I am also involved in
raising money to help fund the programs including Broadway in the Park. I am also
an active member of the Tustin Art League, winning "Best of Show" at their most
current member show.
Additionally, I am a California Real Estate Broker and run my own digital marketing
business.
5. Scott McMillin
I have been a working artist since 1989 and since 1994 have made Tustin my
home. For several years in a row I showed my monumental sculptures at the
prestigious Navy Pier Walk show in Chicago and would help coordinate getting
work from California to Chicago. I also have a couple public artworks installed
locally in Huntington Beach and Corona and know some of the challenges of
installing public work. Challenges that involve not just installation, but public

concerns as well. My wife and I have raised our two sons here and have a
tremendous pride for our city. My desire is to give back something to the city for all
the wonderful years it has given me.
