AGENDA REPORT ITEM #2 MEETING DATE: AUGUST 14, 2018 TO: PLANNING COMMISSION FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: SUMMARY OF PROJECTS RECOMMENDATION: That the Planning Commission receive and file this item. DISCUSSION: The following report provides a summary of projects and activities since the last summary of projects report presented at the April 24, 2018, Planning Commission meeting. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items which may be of interest to the Commission. Old Town Updates: + Chaak Restaurant (215-217 EI Camino Real): In October 2016, the Planning Commission approved a request to expand the existing office building, converting it to a restaurant called Chaak, establishing a Type 47 ABC license at the location, and incorporating a space for outdoor seating. Tenant improvements for the new restaurant are nearly complete at the site, and Chaak Restaurant is anticipated to open soon. �j ............................................................... Sixth Street): Framing of the model homes is now underway for a new 140-unit residential community and will feature amenities such as a pool, clubhouse, and a new mini-park. The mini-park will be available for use by the public. The model homes are anticipated to open during mid-2018. • New Housing (140 S. A Street): On February 28, 2017, the Planning Commission approved a request by Habitat for Humanity to construct two (2) detached condominium homes to be set aside for veterans and their families. On June 30, 2018 the City of Tustin participated in a "build day" at the site with members of City Staff, City Council, and the community. A ribbon cutting for the new homes is anticipated to be held in the near future. �P RIPMI Volunteers at the build day (left) Habitat for Humanity homes construction (right) ,u 6D 11 y`lb- • Downtown Commercial Core Specific Plan (DCCSP): The vision for the DCCSP is to create a vibrant, cohesive, connected, livable, and memorable city core. The vision and goals have been distilled into a few key components that serve as the foundation for achieving the vision and goals. The key components include: promoting pedestrian-oriented commercial first floor development to invigorate the area and expand walkability; transforming streets through future streetscape, roadway, pedestrian and bicycle-oriented improvements; drawing more patrons to Old Town by embracing, preserving and promoting its unique historic character; maintaining a commercial emphasis for the project area; and, Introducing the opportunity for high- quality integrated residential mixed use and focused multi-family development. The plan was approved by the City Council on July 3, 2018. Planning Commission Report Summary of Projects August 14, 2018 Page 3 Tustin Legacy Updates: • Veterans Sports Park (Valencia Avenue): This approximately 30-acre park is designed as a community/sports park and will accommodate large group activities and offer a wide variety of facilities including: Four(4) lighted soccer fields; three (3) lighted ball fields; four (4) lighted tennis courts; two (2) lighted basketball courts; two (2) lighted sand volleyball courts; eight (8) lighted pickleball courts; a skate park; and, a veteran's memorial. The veteran's plaza and memorial area, designed as a place of honor, will be located at the west side of the park. Grading work is complete at the site, and Phase II of the project (which includes construction of the ball fields and equipment) was anticipated to go out to bid in July 2018. It is estimated that construction of the park will be complete during Summer 2019. • Flight at Tustin Legacy — formally Cornerstone 1 (Barranca Parkway/Red Hill Avenue)- This development proposal includes a variety of uses such as: creative office uses; a food hall; and, conference center including a connection into Tustin Legacy Park. Construction is currently in progress at the site. The project is anticipated to be complete in late 2018. or .e;t .�.. n ............................................................................: Flight construction photo: July 26, 2018 • Tustin Legacy Linear Park (Barranca Parkway/Red Hill Avenue): This 26-acre portion of the linear park is considered the "anchor" to the linear park which is anticipated to run throughout the Tustin Legacy area in the future. The park incorporates the Barranca Detention Basin within its concept plan, and is proposed to include direct linkages to the Flight project, mentioned below. Phase I of the park construction, which involved the detention basin, is complete. Phase 11 of the project, which involves landscaping the park through Armstrong Avenue, and finalization of the parking lot and restroom facilities, is anticipated to go out to bid during August 2018. The completion of this phase will be timed with the occupancy of the Flight at Tustin Legacy project. Planning Commission Report Summary of Projects August 14, 2018 Page 4 • The Village at Tustin Legacy (Kensington Park Dr. 1 Edinger Avenue). Construction continues to progress on the medical office portion of this new center which includes 248,292 square feet of retail and medical uses. The Health South (acute care)facility will commence grading in the third quarter of 2018. The latest retail locations, which have opened with The Village, include: Tustin Legacy Animal Hospital; Row House Gym; and, Noah's NY Bagels. I � 4 ............................... ' Row House Gym(top left) i Noah's NY Bagels(top right) Tustin Legacy Animal ° Hospital(bottom) ..................I........... • Levity in Tustin Legacy (Tustin Ranch Road/Victory Road): In January 2018, the City Council approved the development of a new 218-unit residential community by CalAtlantic Homes, on an approximately 20-acre lot, bounded by Tustin Ranch Road, Victory Road, Moffett Drive, and Park Avenue. This project features three (3) new neighborhoods: Fleet at Levity – townhomes; Velocity at Levity – flats; and, Icon at Levity– single family homes. Groundbreaking for Levity at Tustin Legacy .............................................I.....................: Planning Commission Report Summary of Projects August 14, 2018 Page 5 • Jamboree Housing (Neighborhood G): The City of Tustin is currently negotiating with Jamboree Housing to provide affordable rental housing opportunities within Tustin Legacy in the area between Anton Legacy Apartments and The District at Tustin Legacy. • The Yellow Chili (2463 Park Avenue): 4n July 23, 2018, the Zoning Administrator approved a request to establish a Type 47 ABC License in conjunction with outdoor seating at an existing tenant space within The District (former Sharky's location). The new Indian i d restaurant is anticipated to open before the end of 2018. N • UnionRyde (2471 Paris Avenue): A new spin studio is now open within The District at Tustin Legacy. r • Cinnaholic (2423 Park Avenue): A new vegan cinnamon roll shop, which was featured on Shark _ Tank, will be opening soon in the former ........ . Cinnaholic is coming soon • Utopia Cafe (2489 Park Avenue): This European cafe serves lunch and dinner and will be opening in mid-2018 at the former Peets Coffee location. • Ulta Beauty Remodel (2863 Park Avenue): Ulta within The District will be undergoing a store remodel which is anticipated to be complete during Summer 2018. For further information on projects within the Tustin Legacy area, please see Attachment A which includes a map and a table providing additional information on projects approved, in progress, and proposed for the area. Planning Commission Report Summary of Projects August 14, 2018 Page 6 Other Updates: • New Retail Space - Sephora (2999 EI Camino Real): Construction is nearly complete on a new retail building within The Market Place next to Loft. There are anticipated to be four (4) new tenant spaces within the building. One of the four (4) tenants, Sephora, is now open in the new building. Sephora celebrated their grand opening in June. Sephora is now open in The Market Place ................................................................................................ • Koja Kitchen (2943 EI Camino Real): A Korean-Japanese fusion food restaurant is anticipated now open, within the former The Melt tenant space in The Market Place. • Red Hill Specific Plan (Red Hill between San Juan & Mitchell): City Staff continues to progress with developing the Red Hill Avenue Specific Plan. A public hearing on the plan will be held by the Planning Commission on August 14, 2018. • Del Taco (13742 Red Hill Avenue): On November 14, 2017, the Planning Commission approved a project, which involves construction of a new ©el Taco, at the corner of Red Hill Avenue and San Juan Street. Construction of the homes continues to progress, and is anticipated to be complete during 2018. � Construction ''- progression of condo ! �i units 1 . • Rock & Brews (1222 Irvine Boulevard): On August 14, 2018, the Planning Commission will consider a request to remodel and expand the former Lone Star Steakhouse converting it into a Rock & Brews Restaurant. • TAPS Brewery and Barrel Room (15501 Red Hill Avenue, Suite 100): TAPS Brewery and Barrel Room is now open for business. It includes a tasting room, a dedicated food truck on site, as well as entertainment. " • McDonalds (245 E. First Street): In June 2018, a full remodel of the existing McDonalds was completed. The remodel r features a new modern design for the restaurant. • New Transitional Housing for Families: The City of Tustin has entered into an Exclusive Agreement to Negotiate """"°""°'°"""""""""""""°1111"""' TAPS is now open with Family Promise of Orange County to :............................................................: construct a new transitional housing development which will provide housing for seven (7) to nine (9) homeless families at the 1' site. • Off the Boat Fish Grill (17582 1711 Street, Ste. #105): On May 16, 2018, this new Mediterranean restaurant celebrated their ribbonribbon cutting. The restaurant specializes in a variety of Mediterranean and seafood dishes. The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Each year, City staff conducts inspections based on the priority of a project. o Industrial NPDES Inspections: During the 2017-18 fiscal year, City staff is focusing on high and low priority inspections. At the conclusion of the 2017-18 fiscal year, City staff had completed seven (7) high priority, twenty-four (24) medium priority, and twenty-one (21) low priority inspections. o Commercial NPDES Inspections: This year, City staff is focusing on high, medium, and low priority inspections. At the conclusion of the 2017-18 fiscal year, City staff had completed eleven (11) high priority, fourteen (14) medium priority, and twenty-one (21) low priority inspections. The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices (BMPs)for source control, pollution prevention, and/or structural treatment BMPs. o WQMP's: There are 146 properties that have a WQMP in place. Twelve (12) WQMP's were approved during the 2017-18 fiscal year. There are six (6) additional WQMP's under review by City Staff. Thirteen (13) inspections were also completed at locations with established WQMPs. Public Works Department Updates (Public Improvements) • Park Avenue Improvement Project Management and Design (CIP No. 70233): Improvements are underway along Park Avenue within The District and include the addition of one (1) lane in each direction between Tustin Ranch Road and Warner Avenue, and new right- _ turn pockets at Tustin Ranch Road and the Costco gas station. The majority of construction is anticipated to be complete by September 2018. ............................................................. Planning Commission Report Summary of Projects August 14, 2018 Page 10 • Traffic Equipment Upgrades/ Replacements, (CIP No. 40080): Funds are being used for upgrading or replacing outdated traffic signal equipment including but not limited to the replacement of deteriorating internally Illuminated Street Name Sign (ISNS) panels at signalized intersections and updating ISNS fluorescent lamps to LED. This project is currently in progress. • Simon Ranch Reservoir, Booster Pump Station and Pipeline Replacement Protect (CIP 60114): The project is located at the intersection of Valhalla Drive and Outlook Lane in North Tustin. The project will replace the existing buried, gunite lined, earthen reservoir with a new circular, pre-stressed concrete tank. The project will also replace the existing booster pump station and approximately 1,600 feet of pipeline feeding the new pump station and reservoir. The environmental phase is complete and the project is currently in the final design phase. Construction is anticipated to begin in Fall 2018. The project is funded with 2013 Water Bond Funds. • Peters Canyon Channel Widening (CIP 50040): Construction has begun on the channel section between Warner Avenue and Moffett Drive, is anticipated to be complete by Summer 2019. • Red Hill Avenue Widening and Median Improvements (CIP 70226, 70227, and 70197): This project involves the widening of the northbound side to implement a fourth lane and install a raised median to reduce driveway cross traffic movement on Red Hill Avenue from Dyer Road/Barranca Parkway to Edinger Avenue. This project will improve traffic flow and also enhance safety by allowing last-minute pedestrians a refuge as they cross the intersection. The addition of the _ fourth northbound lane is complete, median planting has begun, and grinding and overlay of the entire roadway ,. between Edinger Avenue and Barranca Parkway has begun. The entire project is anticipated to be complete by September 2018. �M Red Hill Avenue median improvements with new pavers Planning Commission Report Summary of Projects August 14, 2018 Page 11 • Veterans Sports Park at Tustin Legacy (CIP 20043): Design is complete on this 32- acre park bounded by Lansdowne Road, Valencia Avenue, and Severyns Drive. Amenities include sports fields, lighting, game courts, a skate plaza, a veterans memorial, picnic areas, restroom building, a tot lot, and a parking lot. GKKWorks has been selected as the construction management firm for this project. Grading work by Sukut Construction is complete. Pre-qualification of bidders has also been completed with bid packages anticipated to be sent out during Summer 2018. • EI Camino Real Modification at Jamboree Road to Add a Second Eastbound Left- Turn Lane (CIP No. 70238): This project is comprised of the design and construction of a second eastbound left-turn lane on EI Camino Real at Jamboree Road to serve additional left-turn traffic stacking demand. The project proposes to modify the existing landscaped median and restripe the eastbound leg of the intersection to accommodate the second left-turn lane. This project is partially funded by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Capacity Program (RCP), also known as Project O. Construction was completed at the end of May 2018. • Main Street Improvement Project (GIP 400$7): The improvements on Main Street within Old Town are intended to create a more pedestrian and bicycle-friendly environment with traffic calming features and to create a strong entrance into Old Town with the inclusion of a gateway entry sign. This project also includes proposed improvements to add parking at the Respite Park on EI Camino Real. This project is funded by a federal Bicycle Corridor Improvement Program (BCIP) grant and administered by OCTA. With the approval of the Downtown Commercial Core Plan in July 2018, bid packages are anticipated to be sent out in August 2018. • Tustin Ranch Road and EI Camino Real (CIP No. 70239): Using mitigation funds from The Irvine Company's Lower Peters Canyon Specific Plan (Irvine Planning Area 4 known today as West Irvine), improvements to the westbound approach at the intersection will be designed and constructed including dual left-turns, dual thru lanes and an exclusive right-turn lane. The eastbound and northbound approaches will also have exclusive right turn lanes. The design work for the project has recently been awarded to Michael Baker International with construction anticipated to begin in Fall 2018. • Roadway Rehabilitation & Sidewalk Repair (CIP No. 70017): This project includes the removal and replacement of damaged curbs, gutters, and sidewalk, and replacement of non-conforming ADA access ramps adjacent to new asphalt improvements throughout the City. It is bounded by the Santa Ana Freeway (1-5) to the north, Barranca Parkway to the south, Tustin Ranch Road to the west, and Harvard Avenue/East City Limits to the east. At their meeting on June 19, 2018, the City Council approved the award of contract to Hardy & Harper, Inc. and the construction is anticipated to be underway in Summer 2018 with completion by the end of Fall 2018. Planning Commission Report Summary of Projects August 14, 2018 Page 12 • Newport Avenue, First Street, and Irvine Boulevard Median Landscape Rehabilitation Project (CIP 10074): Median landscape enhancements include removal of the existing medians, and construction of new medians with decorative hardscape and installation of new drought tolerant landscaping and irrigation system. Construction has begun and is anticipated to take approximately six (6) months to complete. • Moffett Drive bridge construction over Peters Canyon Channel (CIP 70224): Demolition of the existing bridge has been completed and construction of the new bridge has begun, The bridge work is anticipated to be complete in early 2019. „s ,.+max ��/ v� ir. k. +rC,.J•".. �' .° .r '� ' r y � asoma:'sew�ur.� a' � 6 ° i Vv 0\ re .......................+...................,.................................................— Drone image of the progression of Moffett Drive bridge ...............................................................................................t • Tustin Ranch Road Signal Synchronization Project (GIP No. 40089): This project is a collaborative effort and lead by the City of Irvine and involves developing and implementing optimized signal synchronization timing improvements for 30 intersections (19 in Tustin) on Tustin Ranch Road/Von Karman Avenue from Pioneer Way (Tustin) to Campus Drive (Irvine). Signal improvements include replacing signal cabinets and controllers, installing conduit and new interconnect, upgrading the City's Traffic Operations Center with Centracs Advanced Transportation System and communications integration. This project is partially funded by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal Planning Commission Report Summary of Projects August 14, 2018 Page 13 Synchronization Program (RTSSP), or Project P. The City recently signed an agreement with Caltrans to provide equipment, signal timing changes, and to cover labor costs. The design work is almost complete with construction anticipated to begin in Summer 2018. • Edinger Avenue Signal Synchronization Project (CIP No. 40088): This project is a collaborative effort and lead by the City of Irvine and involves developing and implementing optimized signal synchronization timing improvements for 38 intersections (9 in Tustin) on Edinger Avenue/Irvine Center Drive from Newport Avenue (Tustin) to Protocol Drive (Irvine). Signal improvements include replacing signal cabinets and controllers, installing conduit and new interconnect, upgrading the city's Traffic Operations Center with Centracs Advanced Transportation System and communications integration. This project is partially funded by OCTA's 2016 Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal Synchronization Program (RTSSP), or Project P. The design work is nearly complete and construction is anticipated to begin in Fall 2018. • Newport Avenue Signal Synchronization Project (CIP No. 40085): This project is in its last stages with timing changes recently implemented to twelve (12) signals along Newport Avenue between Old Irvine Boulevard and Sycamore Avenue. Caltrans in the past has not been a participant in synchronization projects but recently with a cooperative agreement between Caltrans and the City, the Caltrans controlled signal of the 1-5 Northbound Off-Ramp will be synchronized with the City's signals on EI Camino Real to the north and Mitchell Avenue to the south. This project is currently in the second year of the two-year Operations and Maintenance (O&M) phase. • Seventeenth Street Signal Synchronization Project (CIP No. 40086): As part of OCTA's Comprehensive Transportation Funding Program's (CTFP) Regional Traffic Signal Synchronization Program (RTSSP), or Project P, 2015 Call for Projects, this project involving six (6) agencies commenced in August 2016. The City is proposing to upgrade existing controllers at three (3) intersections (includes Yorba Street South at Vandenberg Lane). The City is also proposing to install fiber optic cable in new and existing conduit and upgrade communication at all three (3) intersections. Design work is nearly complete, and construction is anticipated to be implemented during Fall 2018. • Local Transit Circulator Feasibility Study (GIP No. 70242): This study is to determine the feasibility of a local transit circulating between major employment/retail centers with the City. The study will also discuss the possibility of ridesharing and inter-city transit services. This project is funded under OCTA's Comprehensive Transportation Funding Program (CTFP) Community Based Transit Circulators Program, or Project V. The study was recently completed, and at this time no further action is being taken other than pursuing a partnership with the City of Irvine and OCTA for iShuttle expansion. Planning Commission Report Summary of Projects August 14, 2018 Page 14 • Parkcenter Lane at Bryan Avenue New Traffic Signals (CIP No. 40091): Design engineering of the new signal installation at this intersection will be completed by May 2018. Construction will begin in Fall 2018 and is anticipated to be completed in early 2019. • Lansdowne Road at Valencia Avenue New Traffic Signals (CIP No. 40090): Design engineering of the new signal installation at this intersection will be completed in May 2018. Construction will begin in Fall 2018 and is anticipated to be complete in early 2019. • Parking Study South of 1-5: A study to analyze public parking opportunities south of 1-5 was completed in Fall 2017. City staff is currently reviewing for possible implementation of the recommendations. • Accessible Pedestrian Signal (APS) Device Installation (GIP No. 70236): To provide for all users of Tustin's public facilities, audible-tactile pedestrian push buttons will be installed at signalized intersections with major pedestrian activity within the City. Along with the installation of APS buttons and where necessary, pedestrian heads will be replaced with countdown type units. Units have recently been installed at Tustin Legacy intersections and along Edinger Avenue. Work has begun in the next targeted locations in high-pedestrian areas such as near schools and commercial areas. Attachments: A.
