WILSON, DIRECTOR, PARKS AND RECREATON SERVICES SUBJECT: TUSTIN AREA SENIOR CENTER TRANSPORTATION PROGRAM TITLE VI PLAN UPDATE SUMMARY As a requirement to receive grant funding from the California Department of Transportation for the Federal Transit Administration (FTA) Section 5310 Elderly and Disabled Specialized Transportation Program, the City of Tustin must update its Title VI Plan for the Tustin Area Senior Center's (TASC) Transportation Program every three years. As required by Title VI of the Civil Rights Act of 1964, this plan establishes policies ensuring that services and benefits are provided on a non-discriminatory basis. RECOMMENDATION It is recommended that City Council: 1. Adopt Resolution 18-64 which authorizes the Director of Parks and Recreation to implement the updated Title VI Plan for the Tustin Area Senior Center's Transportation Program. FISCAL IMPACT In 2016, the City was awarded a Section 5310 Program Grant to provide operating assistance in the amount of $124,000 which is being used to cover the cost of one additional full-time Transportation Coordinator for two years. This funding is set to expire in January 2019. In May 2018, staff applied for and received an additional $124,000 in Section 5310 grant funding to continue to pay for the additional full-time Transportation Coordinator for another two years, through January 2021. The implementation of the updated Title VI Plan will ensure that the TASC Transportation Program is eligible for these grant funds. CORRELATION TO THE STRATEGIC PLAN: The update of the Title VI Plan ensures the City will remain eligible for senior transportation related grant funding which advances Goal A of the City of Tustin Strategic Plan regarding Economic and Neighborhood Development in that it provides resources for future senior services to meet changing demographics and trends. BACKGROUND For the past 17 years, the Tustin Area Senior Center has been offering a donation only Transportation Program to serve the needs of its senior residents. The program provides door-to-door transportation for medical appointments, grocery shopping, and participation in Senior Center activities. In 2015, TASC staff applied for and received the first of three Federal Transit Administration (FTA) Section 5310 Elderly and Disabled Specialized Transportation Program grants through the California Department of Transportation. The first ($146,000) was used to purchase two new busses for the TASC Transportation Program. In order to enter into the grant agreement, the City was required to draft and implement a Title VI Plan to ensure that all transportation services are provided on a non-discriminatory basis. On September 15, 2015, City Council passed a resolution that authorized the implementation of the Title VI Plan for the TASC Transportation Program. The second Section 5310 grant, received in 2016, provided funding for one full-time bus driver (Transportation Coordinator) for two years. This enabled the TASC Transportation Program to use both new busses on a daily basis thus serving more clients and providing transportation to additional destinations. The funding from this grant is set to expire in January 2019. In May 2018, staff applied for and received a third Section 5310 grant which will continue to fund the full-time Transportation Coordinator for another two years. Representatives from the California Department of Transportation recently informed staff that the existing TASC Title VI Plan was set to expire and would need to be updated by September 30, 2018. The plan has been updated to reflect the current TASC Transportation Program operations. Respectfully submitted, vid . RESOLUTION NO. 18-64 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE GOVERNING OFFICIAL, DIRECTOR OF PARKS AND RECREATION, TO APPROVE THE TITLE VI COMPLIANCE FOR THE AGENCY WHEREAS, the City of Tustin, Tustin Area Senior Center Transportation Program desires to comply with Title VI of the Civil Rights Act of 1964, including provisions detailed in U.S. Department of Transportation's FTA Circular 4 702.1 B, "Title VI Requirement and Guidelines for Federal Transit Administration Recipients," WHEREAS, the City of Tustin, Tustin Area Senior Center Transportation Program Governing Official, Director of Parks and Recreation, wishes to authorize approval of the compliance plan developed by staff to comply with necessary provisions of the Civil Rights Act, NOW, THEREFORE BE IT RESOLVED, by the City of Tustin, Tustin Area Senior Center Transportation Program Governing Official, Director of Parks and Recreation, as follows: 1. The City of Tustin, Tustin Area Senior Center Transportation Program (Director of Parks and Recreation) is authorized to implement the components of the plan in order to meet Federal requirements. 2. The City of Tustin, Tustin Area Senior Center Transportation Program (Director of Parks and Recreation) is authorized to implement policies that may be necessary to comply with subsequent revisions or interpretations to the Civil Rights Act.
