PUBLIC CONCERNS:
At this time, any member of the public may address the Planning Commission on
matters which are not on this evening's agenda, provided the matter is within the
subject matter jurisdiction of the Planning Commission.
CONSENT CALENDAR:
All matters listed under the Consent Calendar are considered routine and will be
enacted by one motion without discussion. Persons wishing to speak regarding
Consent Calendar matters should file a "Request to Speak" form with the
Recording Secretary.
1. APPROVAL OF MINUTES—AUGUST 14, 2018
RECOMMENDATION:
That the Planning Commission approve the Minutes of the August 14, 2018 Planning
Commission meeting as provided.
WRITTEN MATERIALS — Materials that are distributed to a majority of the Planning Commission
less than 72 hours prior to the Regular Meeting, are available for public inspection at the following
locations: in the Community Development Department during regular business hours and following
business hours (after 5:30 p.m.) in the Council Chamber on the day of the meeting.
AMERICANS WITH DISABILITIES ACT (ADA) — In compliance with the ADA, those requiring
accommodations for this meeting should notify the Community Development Department 72 hours
prior to the meeting at(714) 573-3106.

REQUEST:
A request for a Master Sign Plan for Mutual Propane Plaza to establish design criteria
and signage placement for tenants in the plaza.
ENVIRONMENTAL:
This project is categorically exempt pursuant to Section 15311 (Class 11) of the
California Environmental Quality Act (CEQA).
RECOMMENDATION:
That the Planning Commission adopt Resolution No. 4372 approving Conditional Use
Permit (CUP) 2018-00006 to authorize the approval of the Master Sign Plan for Mutual
Propane Plaza.

REGULAR BUSINESS:
3. WORKSHOP — CALIFORNIA ENVIRONMENTAL QUALITY ACT
The Planning Commission requested that a series of workshops be conducted to
better understand the fundamentals of planning, zoning, and development related
laws. Since almost all Planning Commission actions incorporate some aspect of the
California Environmental Quality Act (CEQA), this topic is selected for the workshop.
The workshop will include many aspects of CEQA including goals and purpose,
framework, process and procedures, applicability, timeline and required
documentation.
