E PERMIT 77,23, KEY SHOP FOR LARWIN SQUARE
PULLIAM
Norman Pulliam, has requested that Use Permit
allow for the inclusion of a proposed key
in the center of the parking lot. The appli-
is that this will make the renovated Larwin
more of a full-service shopping center.
The staff
it feels are
S
ma3or problems with the proposal, which
~ncies:
1. In calculatin )arking requirements, the ratio of one
parking space per~ 250 square fe~t of building area was
allowed. City standard is one space per 200
square feet, so that, while the developer's proposal appears
to have suffiCiS~ff~kcess parking area, it is the feeling of
staff that parkin:~'~?~0visions do not fully meet the needs of
the existing'~Ptann'~i~'~Agency' The increase in parking needs
only heightens the.potential problems of insufficient.parking
and congestion. ' ...........
2. Both the City En~ and Community Development Department
feel that the 1, within the interior of the parking
lot is a hazardo tion, in that it will encourage ped-
estrian traffic out ~n,.to the' center of the parking lot and
conflicts will ar' ;e~ Also, congestion will be increased
as cars using the .ty slow up the circulation system
in the complex.
e
The staff does not that the applicant's justification
states a real need, inasmuch as there are already two exist-
lng key makers wi~ ~arwin Square.
