2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, OPPOSING THE 1998 ELECTRIC
3 UTILITY PROPOSITION NO. 9
5 WHEREAS, the 1998 Electric Utility Proposition would dismantle
California's new competitive electricity market, eliminating customer choice and
6 competitive electricity rates; and
? WHEREAS, the State Legislative Analyst and Department of Finance have
8 determined that the net impact of Proposition 9 on local governments would be
revenue reductions potentially in the tens of millions of dollars annually through
9 2001-02; and
]0 WHEREAS, Proposition 9 could create a $6 billion hole in the State budget,
11 resulting in significant reductions in funding to local government and critical
services such as police and fire, impairing community health and welfare, public
]2 safety and community quality of life; and'

WHEREAS, the precedence set by disallowing payment on rate reduction
:I~, bonds could impair the ability of state and local governments to secure low-cost
financing for local infrastructure bonds an other types of bonds; and

:16 WHEREAS, Proposition 9 serves only to create more bureaucracy and red
tape and cost California taxpayers billions of dollars in lawsuits; and
17
WHEREAS, passage of this measure could exacerbate the financial
18 problems experienced through unfunded State mandates; and
19
WHEREAS, Proposition 9 jeopardizes the State's economic recovery by
20 creating uncertainty for California-based companies, as well as those
considering relocating to our State;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin, California, hereby opposes the 1998 Electric Utility Proposition 9 and
23 requests this resolution be forwarded to the League of California Cities and other
individuals and organizations deemed appropriate.
