SUBJECT: APPROVAL OF PLANS & SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR THE CLIFTON C. MILLER COMMUNITY
CENTER AUDITORIUM RENOVATION (CIP No. 20079)
SUMMARY:
This project includes the upgrade of interior finishes in the Clifton C. Miller Community
Center Auditorium.
RECOMMENDATION:
Staff recommends that the City Council approve Resolution No. 18-70, approving plans
and specifications for the renovation of the Clifton C. Miller Community Center
Auditorium (CIP No. 20079) and authorizing the City Clerk to advertise for bids.
FISCAL IMPACT:
The Clifton C. Miller Community Center Auditorium Renovation is funded with Park
Development dollars as part of the 2018-2019 Capital Improvement Program. The total
budget for the project is $315,000.
CORRELATION TO THE STRATEGIC PLAN:
This project advances Goal A of the City of Tustin Strategic Plan regarding Economic and
Neighborhood Development by making improvements to existing facilities to expand
recreational activities.
BACKGROUND:
The interior finishes of the Community Center auditorium are original to when the facility
was constructed in 1991. The Community Services Commission has identified the
upgrade of this facility as next in line on their seven-year CIP priority list.
Rengel and Co. Architects, the same company that designed the Community Center
kitchen renovation, which was completed in 2014, is also the designer for this
renovation. In addition to upgrading the flooring, ceiling, and wall panels with more
attractive and updated finishes, this project will also include energy efficient LED
lighting. It is expected that these aesthetic improvements will make the facility a more
viable option for private party rentals resulting in increased revenue.
This project was originally bid in October 2017, but because all the bids came in
considerably higher than the budgeted amount, they were all rejected. Rengel and Co.
Architects has value -engineered the design to reduce the expected cost.

RESOLUTION NO. 18-70
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CLIFTON C.
MILLER COMMUNITY CENTER AUDITORIUM RENOVATION (CIP No.
20079)
WHEREAS, it is the intention of the City of Tustin to renovate the Auditorium at
the Clifton C. Miller Community Center, 300 Centennial Way, and;
WHEREAS, the Parks and Recreation Services Department has presented
plans and specifications for the construction of said works;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the Parks and Recreation Services Department are hereby approved as
the plans and specifications for the Clifton C. Miller Community Center Auditorium
Renovation (CIP No. 20079);
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or, proposals for
the completion of work specified in the aforesaid plans and specifications.
PASSED AND ADOPTED by the City Council of the City of Tustin at a regular
meeting held on the 2nd day of October 2018.
