PARKER, CITY MANAGER FROM: DOUGLAS S. STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE FRONTIER PARK TRAIL AND IRRIGATION PROJECT CIP NO. 20054 SUMMARY The plans and specifications for the Frontier Park Trail and Irrigation Project (CIP No. 20054) have been prepared and the project is now ready for bid. RECOMMENDATION It is recommended that the City Council: Adopt Resolution No. 18-72 approving the plans and specifications for the Frontier Park Trail and Irrigation Project (CIP No. 20054); and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in the Capital Improvement Program budget for the Frontier Park Trail and Irrigation Project. The project is funded through Capital Improvement Program and Community Development Block Grant and Park Development Funds. The engineer's estimate with contingency for the project is $874,538. CORRELATION TO THE STRATEGIC PLAN The Frontier Park Trail and Irrigation Project contribute to the fulfillment of the City's Strategic Plan Goal B: Create a plan to protect the City's public assets. Specifically, the project implementation of Strategy 3, which among other items, is to improve turf and landscape conditions for all community parks. BACKGROUND The Frontier Park Trail and Irrigation Project at the corner of Mitchell Avenue and Utt Drive consists of new landscaping, updating irrigation, and a decomposed granite access road/trail. The Frontier Park Trail improvements have been designed as an access corridor with passive recreation areas. The project involves replacing the landscape and irrigation to improve coverage and efficiency. The access road will provide a functional and aesthetically pleasing route for Police Department access and egress, while providing a designated area for patrons to use as a walking path. The typical service life for an irrigation system is 25-30 years and Frontier Park was built in 1975. Numerous individual projects have been completed over the years requiring multiple modifications to the irrigation system to accommodate each project accordingly. These projects include: • 1999 restroom rehabilitation • 2001 disc golf, play bridge repair/replacement; play equipment replacement • 2012 fitness equipment retrofit • 2012 LED lighting retrofit • 2014 new splash pad • 2015 new playground The new irrigation design accounts for the amenities within the park and corrects problems associated with the construction of the projects listed above. In addition, re -contouring the existing grade to remove excessive mounding will improve site visibility and irrigation coverage. The tentative schedule for construction of the project is as follows: • Authorization to Advertise for Bids 10/02/2018 • First Legal Advertisement 10/18/2018 • Second Legal Advertisement 10/25/2018 • Bid Opening 11/27/2018 • Tentative Award of Contract 12/18/2018 • Tentative Start Construction 01/02/2019 • Estimated Completion of Construction 05/21/2019 The plans and specifications for the Frontier Park Trail and Irrigation Project (CIP No. 20054) have been prepared and the project is now ready for bid. Stack, P.E. of Public Works/City Engineer Attachment 1: Resolution No. 18-72 SACity Council larva 2018 Council ItemsM-02-20181Approve Plans and Specifications for Frontier Park ImprovemenWAgenda Report Frontier Park.docx RESOLUTION NO. 18-72 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE FRONTIER PARK TRAIL AND IRRIGATION PROJECT CIP NO. 20054 AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Frontier Park Trail and Irrigation Project CIP (No. 20054), FY 2018- 2019; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, the CIP No. 20054 project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA); Class 1, Section 15301: Existing Facilities; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Frontier Park Trail and Irrigation Project CIP No. 20054 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 2nd day of October, 2018.
