SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT OF BIDS FOR THE SIGNAL INSTALLATION PROJECT AT
LANSDOWNE ROAD/VALENCIA AVENUE AND PARKCENTER LANE/BRYAN
AVENUE INTERSECTIONS (CIP NOs. 40090 AND 40091)
SUMMARY
The plans and specifications for the signal installation project at Lansdowne Road/Valencia Avenue
(CIP No. 40090) and Parkcenter Lane/Bryan Avenue (CIP No. 40091) intersections have been
prepared and the project is now ready for bid.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 18-71 approving the plans and specifications for the signal installation
project at Lansdowne Road/Valencia Avenue and Parkcenter Lane/Bryan Avenue
intersections (CIP Nos. 40090 and 40091); and;
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
Funding in the amount of $800,000 has been budgeted and appropriated in the Capital Improvement
Program for the construction of the signal installation project at Lansdowne Road/Valencia Avenue
and Parkcenter Lane/Bryan Avenue intersections (CIP Nos. 40090 and 40091) using SB1 funds.
The signal at Lansdowne and Valencia is partially funded with developer contribution funded by the
South Orange County Community College District (SOCCCD) in the amount of $75,000 for the
Advanced Technology and Education Park (ATEP) campus on the southeast corner. The total
engineer's estimate is $707,300.
CORRELATION TO THE STRATEGIC PLAN
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and
Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is
to ensure continuous maintenance and improvement of traffic control and transportation facilities.
DISCUSSION AND BACKGROUND
The subject CIP projects have a similar scope of work and were combined into one bid package to
reduce duplication of efforts during the bidding process as well as construction.

The traffic signals at Lansdowne RoadNalencia Avenue and at Parkcenter Lane/Bryan Avenue
intersections meet signal warrants and provide the assignment of right-of-way to pedestrians,
bicyclists and vehicles at these locations.
The tentative schedule for construction of this project is as follows:

Since this project involves the improvement of existing facilities with minor modifications, it is
Categorically Exempt under California Environmental Quality Act (CEQA) requirements. A Notice of
Exemption has been prepared for the project, and will be recorded with the County of Orange.

RESOLUTION NO. 18-71
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS FOR THE SIGNAL INSTALLATION PROJECT
AT LANSDOWNE ROAD/VALENCIA AVENUE AND PARKCENTER
LANE/BRYAN AVENUE INTERSECTIONS (CIP NO. 40090 AND
NO. 40091) AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract
for the construction of the signal installation project at Lansdowne Road/Valencia Avenue and
Parkcenter Lane/Bryan Avenue intersections (CIP No. 40090 and No. 40091).
WHEREAS, the City Engineer has presented plans and specifications for the construction
of said work; and
WHEREAS, the CIP No. 40090 and No. 40091 projects are categorically exempt from the
requirements of the California Environmental Quality Act (CEQA); Class 1, Section 15301:
Existing Facilities; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Valencia Avenue at Lansdowne Road and Bryan Avenue at Parkcenter Lane
Traffic Signal Improvements
CIP No. 40090 and No. 40091
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of the
work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 2nd day of October, 2018.
