STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 18-65 TO APPROVE THE SUBMITTAL OF REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM (PROJECT P) PROJECT APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR RED HILL AVENUE SUMMARY City Council adoption of Resolution No. 18-65 will approve the submittal of an application prepared by the City of Irvine for the Red Hill Avenue Traffic Signal Synchronization Project to the Orange County Transportation Authority (OCTA). Participation by all agencies maintaining traffic signals along this corridor, which also includes the City of Costa Mesa, is needed for approval of the project application under the 2019 Call for Projects for the Competitive Measure M2 Traffic Signal Synchronization Program (Project P). The project involves 17 signalized intersections on Red Hill Avenue from Bryan Avenue to Carnegie Avenue that are maintained by the City of Tustin. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 18-65 approving the submittal of the application to the Orange County Transportation Authority for the 2019 Call for Projects for the Renewed Measure M Regional Traffic Signal Synchronization Program (Project P) in the funding of the Red Hill Avenue Traffic Signal Synchronization Project. FISCAL IMPACT The City is required to provide minimum match funding of twenty percent (20%) for each project. If the project is selected, the City's estimated matching cost plus administration will total approximately $300,000. Funding for City's match will be requested during the FY 2019-2020 budget process. CORRELATION TO THE STRATEGIC PLAN Traffic signal synchronization contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the projects implement or foster the implementation of strategy #3, which among other items, is to ensure continuous maintenance and improvement of traffic control and transportation facilities. DISCUSSION/BACKGROUND Renewed Measure M (Measure M2) is a 30 -year, multi -billion dollar program extension of the original Measure M (approved in 1990) with a new slate of planned projects and programs. Measure M2 is comprised of a number of components such as Project O (Regional Capacity Program), Project P (Regional Traffic Signal Synchronization Program), Project Q (Local Fair Share Program), and the Transit Program (Projects S, T, V, and W). Red Hill Avenue Traffic Signal Synchronization Application to OCTA October 2, 2018 Page 2 On July 26, 2010, the OCTA adopted the countywide Traffic Signal Synchronization Master Plan. From this Master Plan, the Regional Traffic Signal Synchronization Program (Project P) was developed. To maintain City eligibility for funding under Project P, the City Council adopted the Local Signal Synchronization Plan (LSSP) on June 20, 2017, in compliance with the OCTA Master Plan. Project P synchronization projects will be selected for the 2019 Call for Projects on a competitive basis. Projects with the most regional significance will be ranked highest, with higher points applied toward multi -jurisdictional corridors. The Red Hill Avenue Traffic Signal Synchronization Program (TSSP) project is a collaboration with Irvine, Costa Mesa and Caltrans to improve traffic flow along the Red Hill Avenue corridor. In the City of Tustin, 17 intersections including 1 railroad crossing and 2 maintained by Caltrans, will be improved with new signal equipment in addition to timing. The project includes new major signal equipment at nine intersections that are not part of recent projects i.e., Red Hill Avenue widening project south of Edinger Avenue at 6 intersections and the Edinger TSSP which included new conduit and fiber optic cable work to connect signals along Edinger Avenue to the City via Red Hill Avenue from Edinger Avenue to Sycamore Avenue to Newport Avenue. These 6 intersections will only get minor upgrades to signal communication equipment. The following summarizes the proposed TSSP improvements at intersections maintained by the City of Tustin: • Timing analysis will be carried out before and after improvements to increase better traffic flow between Bryan Avenue and Carnegie Avenue in the City and to adjacent cities and minimize delay at each intersection. • New signal controller cabinets with new signal controllers will be installed at three intersections: o Bryan Avenue, Mitchell Avenue and Sycamore Avenue. • New signal controllers will be installed at six intersections: o San Juan Street, EI Camino Real, Nisson Road, Walnut Avenue, Service Road and the Railroad Crossing. • New vehicle detection using radar will be installed at six intersections: o Bryan Avenue, San Juan Street, EI Camino Real, Nisson Road, Walnut Avenue and Service Road. • New 1 1/3 mile of conduit with fiber optic cable will be installed between Bryan Avenue and Sycamore Avenue which will connect to conduit and fiber optic cable installed by other projects between Sycamore Avenue and Carnegie Avenue thereby providing continuous signal communication back to the City. The City of Irvine has taken the lead in submitting application for the Red Hill Avenue Traffic Signal Synchronization Project to OCTA in collaboration with the Cities of Tustin and Costa Mesa. If the projects are selected, 80% of funding will be provided by OCTA under the Competitive Measure M2 Traffic Signal Synchronization Program. Local agencies along each corridor are required to provide minimum match funding of twenty percent (20%) for the projects. Red Hill Avenue Traffic Signal Synchronization Application to OCTA October 2, 2018 Page 3 Staff is requesting City Council adoption of Resolution No. 18-65 which designates the City of Irvine as the lead agency for submittal of these projects for the 2019 Call for Projects under the Regional Traffic Signal Synchronization Program. The application for this project will be submitted to the OCTA by the City of Irvine prior to the OCTA deadline of October 18, 2018 'Stack, P. E. Public Works/City Engineer Attachment: Resolution No. 18-65 RESOLUTION NO. 18-65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE SUBMITTAL OF APPLICATION FOR THE RED HILL AVENUE TRAFFIC SIGNAL SYNCHRONIZATION PROJECT TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMPETITIVE MEASURE M2 REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM (PROJECT P) THE CITY COUNCIL OF THE CITY OF TUSTIN HEREBY RESOLVES, DETERMINES, AND ORDERS AS FOLLOWS THAT: WHEREAS, the Measure M2 Regional Traffic Signal Synchronization Program (Project P) targets over 2,000 signalized intersections across Orange County to maintain traffic synchronization, improve traffic flow, and reduce congestion across jurisdictions; and WHEREAS, the City of Tustin has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and WHEREAS, the City of Tustin must include all projects funded by Net Revenues in the seven-year Capital Improvement Program as part of the Renewed Measure M Ordinance eligibility requirement, and WHEREAS, the City of Tustin authorizes a formal amendment to the seven-year Capital Improvement Program to add projects approved for funding upon approval from the Orange County Transportation Authority Board of Directors, if necessary, and WHEREAS, the City of Tustin has currently adopted a Local Signal Synchronization Plan consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of local agencies' efforts to synchronize traffic signals across local agencies' boundaries; and WHEREAS, the City of Tustin will provide matching funds for each project as required by the Comprehensive Transportation Funding Programs Procedures Manual; and WHEREAS, the City of Tustin will not use Renewed Measure M funds to supplant Developer Fees or other commitments; and WHEREAS, the City of Tustin desires to implement multi -jurisdictional signal synchronization; and WHEREAS, the City of Tustin supports the City of Irvine in the submittal of the application for the Red Hill Avenue Traffic Signal Synchronization project; and WHEREAS, the City Council of the City of Tustin delegates signature authority to the Director of Public Works or his designee to facilitate the delivery of the projects; Resolution No. 18-65 Page 1 of 2 NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Tustin hereby requests the Orange County Transportation Authority allocate funds in the amounts specified in the application under the 2019 Call for Projects from the Regional Traffic Signal Synchronization Program (Project P) to participating agencies for the Red Hill Avenue Traffic Signal Synchronization Project. Said funds, if approved, shall be matched by funds from the City of Tustin, as required, and shall be used as supplemental funding to aid the City in traffic signal synchronization along the project corridor.
