STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AMEND THE 2018-2019 SEVEN-YEAR CIP TO INCLUDE THE LEGACY ANNEX RENOVATION AND APPROPRIATE FUNDING FOR DESIGN SERVICES FOR LONG-TERM OCCUPANCY AND IMMEDIATE INTERIOR/EXTERIOR IMPROVEMENTS SUMMARY Staff is requesting an appropriation of $229,300 for the preparation of plans and specifications for the Legacy Annex Renovation long-term occupancy and immediate interior/exterior improvements. RECOMMENDATION It is recommended that the City Council: 1. Amend the 2018-2019 Capital Improvement Program to include the Legacy Annex Renovation Project; and 2. Appropriate $114,650 from both the Park Development Tustin Legacy Fund (Fund 132) and General Fund (Fund 100), respectively; to provide for design services for long-term occupancy plans and specifications preparation for the Legacy Annex Renovation Project and immediate interior/exterior improvements. FISCAL IMPACT With this appropriation, the resultant FY 2018/19 projected fund balances for the Park Development Tustin Legacy Fund (Fund 132) and General Fund (Fund 100) will be $297,440 and $20,691,023, respectively. Future long-term occupancy renovations will be constructed accordingly, as funds are available, through the Capital Improvement Program. For this action, the total estimate for the preparation of plans and specifications is $174,300, and is comprised of $62,000 for program/project management, $101,120 for architectural services, and a supplemental budget of $11,180 for reimbursable expenses typically covering costs for reproduction, plotting, mailing, renderings, presentations, etc. The remaining $55,000 budget will be used for immediate interior/exterior improvements, including painting and signage improvements. Legacy Annex Project Funding October 2, 2018 Page 2 CORRELATION TO THE STRATEGIC PLAN This project contributes to the fulfillment of the City's Strategic Plan Goal A, Strategy 6 Assess and explore opportunities for expanding recreational activities to Southwest Tustin and Goal C, Strategy #2 to explore opportunities for increased revenues. DISCUSSION The project site, ATEP (Advanced Technology & Education Park) campus, was acquired by the City as part of a land swap with Orange County Community College District. The campus consists of five buildings that will include space for administrative functions (Building A), classrooms (Building B, D, & E) and an indoor/outdoor cafeteria (Building C). The scope of this project includes transforming the facilities into a police substation and training center for the Police Department and an annex location for the Parks and Recreation Department as an extension of programs and services complementary to the Veterans Sports Park. The Architect/Engineering (A/E) Team is comprised of Griffin Structures, Inc. managing the efforts of LPA, Inc., and will provide services necessary to complete a fully permitted set of construction documents. The A/E team will provide services within the context of the scope of work outlined below: • Building A: Building A will include a redesign of interior partition walls, new building entries, exterior paint and interior finishes, mechanical and electrical alteration in the lobby, building signage, and ballistic protection at the Police Lobby. Restrooms in the space will be verified for code compliance and modified as required. • Building B: Work at Building B will include new exterior paint and way finding signage. • Building C: Building C improvements shall be for new exterior paint, way finding signage and possibly a catering kitchen. • Building D: Improvements at Building D will be for new exterior paint, building signage, and the removal of a shear wall to combine Rooms 405 and 406 into one larger room for classroom space. • Building E: Building E will be improved with new exterior paint, building signage, and the removal of a shear wall between Rooms 501 and 502. This shear wall will be replaced with an operable partition wall, providing the ability to combine the two rooms for large classes. Restrooms in the space will be verified for code compliance and modified as required. • Site Work: Site work for the project shall include code compliant access to the new entries of Building A and a new pedestrian access into the proposed secure parking for Police Department Vehicles. The police substation will assist the Police Department in reaching one of their departmental goals of engaging the community. Giving the southern portion of the community a more convenient place to interact with their local Police Department is invaluable and will assist in fostering better relationships. Services the Police Department plans to provide at the substation include the following: Legacy Annex Project Funding October 2, 2018 Page 3 • Allowing the community to file police reports, request copies of police reports and other related documents. • Provide crime prevention pamphlets and other documentation that will help the community better safeguard themselves and their property. • Community members can have their fix -it citations reviewed. • Police personnel will have the ability to write and print police reports. This facility will house Police Department personnel in the southern portion of the city, allowing for shorter response times to calls for service. • Police personnel will have the ability to use the substation to take a quick break as needed instead of having to drive to the main Police Department. Police training will be enhanced as the Police Department does not have a local, permanent location where they can perform training sessions for arrest and control tactics, use of force options simulator, CPR, vehicle pursuit refresher, emergency driving, etc. The project will also provide an opportunity for further growth of Parks and Recreation Department programs and services into Tustin Legacy. New recreational programs will provide offerings for both youth and adults, including fitness, dance, yoga, computer/technology, photography, art, and music education. Future opportunities may include afterschool drop-in programs geared towards local school sites and a variety of activities that will work in conjunction with the upcoming Veterans Sports Park. In addition, the facility will be made available as a rental venue with small and large conference rooms, classrooms, and a multi-purpose event space. Staff will also be located at the Annex to provide customer service and oversite of the facility as well as Veterans Sports Park. ,S. Stack, P.E. of Public Works/City Engineer
