EXTENDING THE TERM OF THE PROJECT POSITION OF
TRANSPORTATION COORDINATOR
Adoption of the attached Resolution will extend the term of the project position of
Transportation Coordinator by two (2) years.
RECOMMENDATION
Adopt Resolution No. 18-82 to extend the term of the project position of Transportation
Coordinator by two (2) years.
FISCAL IMPACT
Extending the term of the project position will cost up to $72,000 per fiscal year over the
next two years.
BACKGROUND AND DISCUSSION
On September 20, 2016, the City Council adopted Resolution No. 16-50 to amend the
City's Classification and Compensation Plan to authorize the appointment of a project
employee in the classification of Transportation Coordinator for a period of up to two (2)
years from the employee's hire date. Giscelle Serrano was hired to fill this project
position on January 9, 2017; therefore, under the terms of Resolution No. 18-82, her
employment will end on January 9, 2019 unless the City Council takes action to extend
the term of the position.
For many years, the City has had only one full-time employee in the classification of
Transportation Coordinator, a position that has primary responsibility for scheduling and
driving a 12 - 16 passenger van to transport senior citizens in the local community to
and from various locations. When no transportation activities are scheduled, the
employee assists department staff with a variety of other recreation staff duties.
An additional project Transportation Coordinator was created in 2016 after the Parks
and Recreation Department was awarded grant funding of $124,000 from the FTA

Section 5310 Specialized Transit Grant Program for an "Operating Assistance Project".
Funds from this program are designed to be spent on expanding services to provide "an
easier and more proficient system for seniors and persons with disabilities to access
trips through a designated coordinator(s) that will provide full service to the patron in
need, from first contact to completion of trip request(s)."
The City received an additional grant of $72,000 for the next two years. This grant
money will be used to offset the cost of providing a second Transportation Coordinator
for two more years and will allow the Tustin Area Senior Center to expand its
Transportation Program, including adding trips to the VA Long Beach Healthcare
System.
An employee hired into a project position is employed at -will, meaning employment may
be terminated at any time by the City or the employee, which provides the City with the
flexibility to terminate the employee's employment prior to January 9, 2021 if a need no
longer exists for the services she provides. On the other hand, if the City determines
that a need for this position exists beyond January 9, 2021, the project position can be
extended once again or the position can be converted to a regular full-time position.

RESOLUTION NO. 18-82
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, EXTENDING THE TERM OF THE
PROJECT POSITION OF TRANSPORTATION
COORDINATOR
WHEREAS, the City of Tustin (the "City") has implemented Personnel Rules,
.Resolution No. 15-50, which authorize the City Council to establish "project" positions
for a prescribed period of time or for the duration of a specified project; and
WHEREAS, the City Council previously adopted Resolution No. 16-50
authorizing a project position of Transportation Coordinator for a period of two (2) years
from the appointed employee's initial date of employment; and
WHEREAS, the two (2) year term of the employee appointed to the project
position of Public Works Manager will expire on January 9, 2019; and
WHEREAS, the City has determined that there is a continued need for a project
position of Transportation Coordinator.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin authorizes staff to implement the provisions of this Resolution.
Section 1: Effective Dates
The effective date of each section is January 9, 2019, unless otherwise stated herein.
Section 2: Term of Employment
The term of the project position of Public Works Manager shall be extended by an
additional two (2) years from the effective date of this Resolution, through January 9,
2021. Extended terms of employment may be granted by the City Council as necessary
if a need for this project position exists beyond this extension. An employee appointed
to this position is employed at -will and employment may be terminated at any time by
either the City or the employee.
Section 3: Salary and Benefits
The salary range and employment benefits for the classification of Transportation
Coordinator are as established in the Memorandum of Understanding with the Tustin
Municipal Employees Association.
