PURCHASING PROGRAM TO PURCHASE AND INSTALL WATER QUALITY
DEVICES CIP 50036
SUMMARY
Staff is requesting City Council authorization to use the County of Orange's Cooperative
Purchasing Program to purchase and install water quality devices for Phase 6 of the Citywide
Catch Basin BMP's Project CIP 50036, pursuant to Tustin City Code Section 1625c.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 18-79 authorizing the City of Tustin
to use the County of Orange's Cooperative Purchasing Program, consistent with the effective date
of Ordinance No. 1438 and the amended Tustin City Code Section 1625c, to contract with United
Storm Water, Inc. to purchase and install water quality devices at various locations throughout the
City for Phase 6 of the Citywide Installation of Catch Basin BMP's Project CIP 50036.
FISCAL IMPACT
Sufficient funds are budgeted and appropriated in the Citywide Installation of Catch Basin BMP's
Project CIP 50036 for Phase 6 of the program, comprised of $152,794 grant under the Orange
County Transportation Authority's (OCTA) M2 Environmental Cleanup Program and $38,199 in
City matching funds from the M2 "Fair Share" program.
CORRELATION TO THE STRATEGIC PLAN
The installation of the catch basin screens contributes to the fulfillment of the City's Strategic Plan
Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy
#3(b), which among other items, is to ensure continuous maintenance and improvement of flood
control facilities.
DISCUSSION AND BACKGROUND
The OCTA M2 Environmental Cleanup Program is a grant program dedicated to protecting Orange
County beaches and waterways from the conveyance of urban runoff associated with
transportation generated pollution. A minimum local match of 25% is required as part of the grant.
The program distributes funds on a competitive basis for the purchase and installation of Best
Management Practices (BMPs) such as catch basin inserts and screens. OCTA has established
seven rounds of funding to assist cities in meeting goals for controlling transportation generated
pollution as required by the City's National Pollutant Discharge Elimination System (NPDES)
permit. There have been eight previous rounds of successful funding. The City was awarded one
grant for the Red Hill/Barranca retention basin water quality enhancements, one grant to replace
County of Orange's Cooperative Purchasing Program CIP 50036

the irrigation system in our medians, one grant to install advanced stormwater biofiltration units
(modular wetlands) and five grants to purchase and install catch basin inserts or screens. Most
recently, the City applied for the sixth round of funding in April and was notified that it was
successful in being awarded a grant of $152,794 under the M2 Environmental Cleanup Program.
In an effort to aid municipalities using these funds, the County of Orange entered into a Master
Agreement with vendors to provide and install water quality devices. One of these vendors is
United Storm Water, Inc. who the City has a contract with to install and maintain its catch basin
inserts. Currently, there are 1,207 catch basins in the City of Tustin. The City presently has 824
catch basins with BMPs installed at various locations in the community. The newly awarded M2
grant will enable the City to install 383 connector pipe screens as part of this year's CIP 50036
Project Phase 6.
Through the County's Master Agreement, prices with each vendor have been established and
terms and conditions have been approved. The Master Agreement has established volume based
pricing and will save the City approximately 15% off the purchase price that the City has paid for
similar BMP's in the past. In addition, the M2 Grant requires that these BMP's must be installed by
the end of this fiscal year.
The City has used United Storm Water, Inc. to provide and install catch basin devices in the past
and they have proven to be a reliable and efficient contractor. The connector pipe screen they will
install will be consistent with the screens currently installed. It is therefore recommended that in
accordance with the amended Tustin City Code Section 1625c, the City use the County's Master
Agreement with United Storm Water, Inc. to purchase and install at least 383 connector pipe
screens as part of the Citywide Installation of Phase 4 Catch Basin BMPs Project CIP 50036.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, AUTHORIZING THE USE OF THE COUNTY OF ORANGE'S
COOPERATIVE PURCHASING PROGRAM TO PURCHASE AND INSTALL
WATER QUALITY DEVICES FOR THE CITYWIDE CATCH BASIN BMP'S
PROJECT CIP 50036
WHEREAS,. the City has need to purchase and install various materials, supplies
and equipment in order to conduct the operations of the City and comply with water
quality requirements; and
WHEREAS, the City has received funding under the Orange County
Transportation Authority M2 Environmental Cleanup Program to purchase and install
catch basin devices at various locations throughout the City; and
WHEREAS, Section 1625c of the Tustin City Code authorizes the use of the I
County of Orange's Cooperative Purchasing Program to purchase materials, supplies,
and equipment if it can be acquired more cost effectively or efficiently by the County;
NOW; THEREFORE, BE IT RESOLVED that the City Council of the City of 1
Tustin, California, does hereby authorize the use of the County of Orange's Cooperative
Purchasing Program, to purchase and install water quality devices, including at least
400 connector pipe screens for the Citywide Catch Basin BMP's Project CIP 50036, and
that the City Manager or his designee, is hereby directed to sign and deliver all

necessary requests and other documents in connection therewith, and for and on behalf
of the City of Tustin.
