SURPLUS EQUIPMENT DONATION
SUMMARY:
Each year certain out dated equipment is designated as surplus by the City and either sold at
auction or destroyed. This year the surplus equipment includes several items of emergency
vehicle equipment from the Police Department. A local citizen has requested that the City
donate certain items of this surpius equipment to a police agency in Mound City, Missouri.
RECOMMENDATION:
The City authorize the donation of (2) emergency light bars and (2) mobile audio video VHS
cameras and recorders.
FISCAL IMPACT:
No impact. The light bars were on patrol vehicles declared to be surplus at the Council Meeting
held on March 1, 2004. The light bars would not be sold at auction to prevent the risk of them
being used to impersonate emergency vehicles and would be destroyed. The mobile audio
video VHS recorders are surplus from several years ago and should have been destroyed at
that time. They were recently found in boxes in storage at City Yard.lt is unknown if these video
cameras even work any longer.
BACKGROUND:
A local citizen, Mr. Jon Anderson, a supervisor with the Orange County Agricultural
Commission, has friends who work for the Mound City, Missouri Police Department. Mound
City is a small rural agency that works on a very limited budget. In January of 2004, the Council
authorized a donation of (2) emergency light bars and other emergency equipment to Mound
City
Unfortunately, one of the light bars was damaged beyond repair during shipping. Mr. Anderson
has requested that the City make another donation to Mound City PO to replace the damaged
light bar and provide spare parts as needed. The City of Tustin has on file a formal, hold
harmless, written request for any surplus items available from the City. A donation of two
surplus light bars would ensure that at least one of them would be suitable for use by Mound
City PD.
Mound City currently has no video equipment for its patrol cars and no budget to purchase
either new or used equipment. The Mound City PO will attempt to renovate the (2) mobile audio
video units to install them in their patrol cars in an attempt to enhance officer safety for their
personnel.
If approved, Mr. Anderson will arrange for delivery of these items at no cost to the City.
