STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 18-85 TO ACCEPT IMPROVEMENTS FOR THE RED HILL AVENUE WIDENING AND MEDIAN IMPROVEMENTS PROJECT FROM BARRANCA PARKWAY TO EDINGER AVENUE, CIP NOS. 70197, 70226 & 70227, AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION SUMMARY Construction of the Red Hill Avenue Widening and Median Improvements Project from Barranca Parkway to Edinger Avenue, CIP Nos. 70197, 70226 & 70227, has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council take the following actions: Adopt Resolution No. 18-85 accepting the construction of the Red Hill Avenue Widening and Median Improvements Project from Barranca Parkway to Edinger Avenue, CIP Nos. 70197, 70226 & 70227; and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT The final construction cost for the Red Hill Avenue Widening and Median Improvements Project from Barranca Parkway to Edinger Avenue, CIP Nos. 70197, 70226 & 70227, is $7,595,021.60, including authorized contract change orders in the amount of $669,840.16. Sufficient funds were budgeted and appropriated in the Capital Improvement Program. The City received grant funds in the amount of $6,000,000 for the project through Measure M2 Regional Capacity Program (RCP). CORRELATION TO THE STRATEGIC PLAN The construction of Red Hill Avenue Widening and Median Improvements Project from Barranca Parkway to Edinger Avenue contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the project implementation of Strategy 1, which among other items, is to develop critical phases of Tustin Legacy. DISCUSSION Red Hill Avenue is designated as a major arterial roadway on the Orange County Master Plan of Arterial Highways (MPAH) and was six lanes with a striped median. The PM peak hour on northbound Red Hill Avenue experiences particularly heavy congestion. Notice of Completion for Red Hill Avenue Widening December 4, 2018 Page 2 The project widened the northbound side to implement a fourth through lane and install a raised median to reduce driveway cross traffic movement on Red Hill Avenue from Dyer Road/Barranca Parkway to Edinger Avenue, thereby improving traffic flow and enhancing safety. Construction components included roadway widening and median installation, Class II bike lane, underground utility, street lighting, intersection improvements, traffic signal modifications, drainage systems and environmentally sustainable catch basins with low impact development bio treatment, curb and gutter, sidewalk construction, signing and striping and median landscaping featuring drought tolerant plants. ouglas S. Location Map S]Cily Council Items@018 Council Items112-04-20181NOC - Red Hill Avenue Widening, CIP 70197, 70226 & 7022ANOC Red Hill Avenue Widening, CIP 70197, 70226 & 70227.docx ATTACHMENT 1 Resolution 18-85 RESOLUTION NO. 18-85 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE RED HILL AVENUE WIDENING AND MEDIAN IMPROVEMENTS PROJECT FROM BARRANCA PARKWAY TO EDINGER AVENUE, CIP NOS. 70197, 70226 & 70227 WHEREAS, All American Asphalt, having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Red Hill Avenue Widening and Median Improvements Project from Barranca Parkway to Edinger Avenue, CIP Nos. 70197, 70226 & 70227 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
