RECOMMENDATION
That the Planning Commission approve the nomination of 170 North A Street to the
City's Historic Register Plaque Program and select "Callaham House - 1923" as the
most appropriate historical name and date of construction of the property.

BACKGROUND AND DISCUSSION
Owners of historic homes or commercial buildings in Tustin are eligible to participate in
the City's plaque designation program, called the Tustin Historic Register Plaque
Program. The purpose of the voluntary program is to recognize Tustin's historic
properties, educate the public, increase public interest in historic properties, and
promote community pride. The plaques display the
construction date of the building, up to two (2) lines of
text, and the words "Tustin Historic Register." The
bronze plaques may be mounted on the residence or
set on metal stakes. 1915 The program guidelines require nominations to be
provided to the Tustin Preservation Conservancy and
the Tustin Area Historical Society to identify the L*��Z�v

proper name and date of construction. In this case,
both the Conservancy and Historical Society Plaque on display at the Tustin
approved of the plaque designation. For residences, Garage Building on El Camino
the historical property name has recognized the most Real/611 Street
prominent owner or occupant of the residence.
This criterion distinguishes the residence from other residences in Old Town Tustin or
when the surname could be associated with more than one (1) prominent resident.
As discussed below, the Callaham House is an appropriate name based on the original
owners, Mr. and Mrs. Dewey M. Callaham, who purchased the property on August 11,
1923. The Conservancy and Historical Society have both indicated their concurrence
with the proposed name and date of the property.
170 North A Street
The current property owners, Mr, and Mrs. Ryan Winger, are nominating the property at
170 North A Street for addition to the Tustin Historic Register Plaque Program. The
nomination is being brought forward to recognize that the building is a significant
example of the California Bungalow architectural style in the City of Tustin and was
constructed in 1923-24. The property is located outside the Cultural Resources District
and is identified in the City's 1990 and 2003 Historical Resources Surveys. Both
surveys estimated the structure was built in 1915; however, based on staff research and
input from Orange County Assessor's Office, the residential structure was actually
constructed in 1923-24, and the original residents, as discussed below, took occupancy
by the end of 1924 when their names appear in the 1925 South Orange County
Directory.

This structure has a C rating in the 1990 Historical Resources Survey and a 5D1 rating
in the 2003 Historical Resources Survey (Attachment C). The 5D1 rating indicates that
the structure is a contributor to a fully documented district that is designated or eligible
for designation as a local historic district, overlay zone, or preservation area under an
existing ordinance or procedure.
According to the 2003 survey, this building is significant as an example of the Craftsman
Bungalow architectural style in Tustin. Many homes built in Tustin during 1920s are of
the bungalow style. Character defining features of this residential building include, but
are not limited to the following:
• Low pitched roof with side-facing gable and open eaves
• Decorative exposed rafters
• Full porch and wood porch column bases
• Two(2) large double-hung windows flank the centered front door
The property was originally part of a grove located on the north side of First Street.
James E. Neal, Margaret Neal and E.E. Wild subdivided the land in 1922 into Tract 347.
The NealMild subdividers later sold the property to Alan H. Holford, a local contractor
and builder, who constructed the home on Parcel 14 of Tract 347, which is now known
as 170 North A Street. Mr. and Mrs. Dewey M. Callaham moved into the home by the
end of 1924. Mr. Dewey was a local businessman who owned Callaham Hardwood
Floors in Tustin for fifty-two (52) years, became a great-grandfather in 1966, and
passed away on May 20, 1983, at the age of 83. According to articles in the Santa Ana
Register, Dewey and Elizabeth Callaham were active in the Tustin Union High School
Parent-Teacher Association for many years.
Based on the naming criteria designated by the Planning Commission, staff
recommends the Planning Commission, in their capacity as Historic and Cultural
Resources Advisors, approve the plaque designation with the name "Callaham House -
1924", due to the original owners of the property and their prominence in the Tustin
community.
