SUBJECT: AWARD CONTRACT FOR TRAFFIC SIGNAL INSTALLATION PROJECTS AT
LANSDOWNE ROAD/VALENCIA AVENUE AND PARKCENTER LANE/BRYAN
AVENUE INTERSECTIONS (CIP Nos. 40090 AND 40091)
SUMMARY
Staff is recommending that the City Council award the construction contract for the Traffic
Signal Installation Projects at Lansdowne Road/Valencia Avenue and Parkcenter Lane/Bryan
Avenue Intersections, CIP Nos. 40090 and 40091, to the lowest responsive/responsible bidder,
Sturgeon Electric California, LLC.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Traffic Signal
Installation Projects at Lansdowne Road/Valencia Avenue and Parkcenter Lane/Bryan Avenue
Intersections, CIP Nos. 40090 and 40091, to the lowest responsive/responsible bidder,
Sturgeon Electric California, LLC, in the amount of $670,500.00 and authorize the Mayor and
the City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
Funding in the amount of $800,000 has been budgeted and appropriated in the Fiscal Year
2018-2019 Capital Improvement Program for the construction of the Traffic Signal Installation
Projects at Lansdowne Road/Valencia Avenue and Parkcenter Lane/Valencia Avenue
Intersections (CIP Nos. 40090 and 40091). The traffic signal at Lansdowne Road/Valencia
Avenue is partially funded with developer contribution provided by the South Orange County
Community College District (SOCCCD) in the amount of $75,000.
CORRELATION TO THE STRATEGIC PLAN
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and
Protection of Assets. Specifically, the project implements Strategy #3, which among other
items, is to ensure continuous maintenance and improvement of traffic control and
transportation facilities.
DISCUSSION AND BACKGROUND
The subject CIP projects have a similar scope of work and were combined into one bid package
to reduce duplication of efforts during the bidding process as well as construction.
The traffic signals at Lansdowne Road/Valencia Avenue and Parkcenter Lane/Bryan Avenue
intersections meet signal warrants and provide the assignment of right-of-way to pedestrians,
bicyclists and vehicles at these locations.

Construction components for the project will include traffic signal installation, and signing and
striping revisions.
The City Council adopted Resolution No. 18-71 approving the plans and specifications and
authorized and directed the City Clerk to advertise for Project bids on October 2, 2018. The
Project was advertised and the bids were opened on November 14, 2018 and evaluated.
Eight (8) bids were received by the noticed deadline and are summarized as follows:

Staff has reviewed the references and verified the State Contractor's License for Sturgeon
Electric California, LLC and has determined that they are in good standing and current.
To minimize construction related impacts in the area and primarily with Heritage Elementary
School, the work at Lansdowne Road/Valencia Avenue will not begin until June 1 to coincide
with the end of the academic school year on May 30.
It is recommended that the City Council award the construction contract to the lowest
responsive/responsible bidder, Sturgeon Electric California, LLC and authorize the Mayor and
the City Clerk to execute the contract documents on behalf of the City.
