HUSTON, CITY MANAGER PATRICK SANCHEZ, DIRECTOR, PARKS & RECREATION SERVICES SUBJECT: GRANT FUNDS FOR THE ROBERTI-Z'BERG-HARRIS BLOCK GRANT PROGRAM SUMMARY: Cities choosing to submit applications for Roberti-Z'Berg-Harris (RZH) Urbanized Area Need-Basis Program Block Grant funds under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2002 must first submit an approved resolution from the applicant's governing body. The Bond Act would be used to fund a portion of the construction and design costs for the lemon Tree I Citrus Ranch Park project. RECOMMENDATION: The City Council approve the application for Grant Funds from the RZH Urbanized Area Need-Basis Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2002 and adopt the attached Resolution No. 04-88 to support the grant request. FISCAL IMPACT: The estimated budget for Citrus Ranch Park, $3.6 million, includes architectural services, project management and construction costs. Under the RZH grant program the City would receive $187,113, while under a previous application from the Resources Bond Act of 2000 would receive $198,865 for a total of $385,978 in Safe Neighborhood Bond Act funds. The remaining project costs are included in the City's FY 2005-06 Capital Improvement Program. BACKGROUND: The Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2002 was intended to acquire and develop neighborhood, community and regional parks and recreation areas for land, air and water conservation programs and to acquire, restore, preserve and interpret California historical and cultural resources. As a mean" of addressing critical neighborhood park needs, the Bond Act provided 186.7 million dollars in funds for the RZH Program. The Parks & Recreation Department identified the development of Citrus Ranch Park as an eligible project. Page 2 SUMMARY: The Parks and Recreation Services Department is requesting that the City Council approve the attached resolution. Construction of the park project is planned for FY 2005-06. ~iúc P~trick Sanchez I Director, Parks and Rec on Services RESOLUTION NO. 04-88 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FOR THE ROBERTI-Z'BERG-HARRIS URBANIZED AREA NEED-BASIS PROGRAM UNDER THE CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION BOND ACT OF 2002 FOR CITRUS RANCH PARK. WHEREAS, the people of the State of California have enacted the CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS & COASTAL PROTECTION ACT OF 2002 which provides funds to the State of California for grants to eligible applicants, and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the Roberti-Z'Berg-Harris Urbanized Area Need Basis Program for grants and the grant Project shown above within the State, setting up necessary procedures; and 10 WHEREAS, said procedures established by the California Department of Parks and Recreation require the Applicant's Governing Body to certify by resolution the approval of the Applicant before submission of said Application to the State, and 11 WHEREAS, the Applicant will enter into a Contract with the State of California for the Project; 12 13 NOW, THEREFORE, BE IT RESOLVED that the City Council qfthe City of Tustin, California, hereby: 14 I. Approves the filing of an Application for local assistance funds from the Roberti-Z'Berg-Harris Urbanized Area Need-Basis Program under the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002; and 2. Certifies the Applicant has or will have sufficient funds to operate and maintain the Project; and Certifies that the Application has reviewed, understands and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 3. Certifies that the Grantee has or will have available, prior to commencement of any work on the Project, the required match; and 4. Certifies that the Project conforms to the recreation element of any applicable city or county general plan; and 5.
