STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE POLICE DEPARTMENT EVIDENCE ROOM HVAC PROJECT CIP NO. 10032 SUMMARY The plans and specifications for the Police Department Evidence Room HVAC Project (CIP No. 10032) have been prepared and the project is now ready for bid. RECOMMENDATION It is recommended that the City Council: Adopt Resolution No. 19-01 approving the plans and specifications for the Police Department Evidence Room HVAC Project (CIP No. 10032); and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in the Capital Improvement Program budget for the Police Department Evidence Room Project. The project is funded through Capital Improvement Program and the Police Department secured $80,000 through a Prop 69 grant that is managed by the County of Orange. The engineer's estimate for the project is $181,000. CORRELATION TO THE STRATEGIC PLAN The Police Department Evidence Room HVAC Project contribute to the fulfillment of the City's Strategic Plan Goal B: Create and implement a plan to protect the City's public assets. Specifically, the project implementation of Strategy 5a, which among other items, is for the improvement of facilities. BACKGROUND The City of Tustin Property and Evidence Section utilizes best practices as it pertains to the intake, security, storage and processing of items seized as evidence or held for safekeeping. This function is vital to the criminal justice process. The management of this function has become increasingly complex due to factors related to legislative mandates, the protection and preservation of biological - DNA -related material, security and chain of custody, and the training of personnel. The current facility lacks the necessary climate control necessary to continue to house and protect the integrity of the expanding volume of property and evidence processed each year. Evidence Room HVAC Plans and Specifications January 15, 2019 Page 2 In October of 2016, the City of Tustin Police Department began to research solutions to bring property/evidence storage into compliance with state and national standards. The Police Department, with the help of Public Works drafted a conceptual design of a Heating Ventilation and Air Condition system in the property and evidence space to solve this problem. In October of 2017, the Police Department presented the project to the Orange County Board that oversees the distribution of funding related to Proposition 69. The Board designated $80,000 in support of the project. Council approved a budget allocation for this project on March 7, 2018, which was carried over into the Fiscal Year 2018-2019 budget. The tentative schedule for construction of the project is as follows: • Authorization to Advertise for Bids 01/15/2019 • First Legal Advertisement 01/31/2019 • Second Legal Advertisement 02/07/2019 • Bid Opening 03/12/2019 • Tentative Award of Contract 04/02/2019 • Tentative Start Construction 04/15/2019 • Estimated Completion of Construction 06/04/2019 The plans and specifications for the Police Department Evidence Room HVAC Project (CIP No. 10032) have been prepared and the project is now ready for bid. ,;4. Stack, P. t. of Public Works/City Engineer Attachment 1: Resolution No. 19-01 RESOLUTION NO. 19-01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE POLICE DEPARTMENT EVIDENCE ROOM HVAC PROJECT CIP NO. 10032 AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Police Department Evidence Room HVAC Project CIP (No. 10032), FY 2018-2019; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, the CIP No. 10032 project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA); Class 1, Section 15301: Existing Facilities; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Police Department Evidence Room HVAC Project CIP No. 10032 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 15th day.of January, 2019.
