WILSON, DIRECTOR, PARKS AND RECREATION SUBJECT: APPROVAL OF PLANS & SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CITRUS RANCH PARK PICNIC SHELTER (CIP No. 20081) SUMMARY: This project includes the construction of a new picnic shelter at Citrus Ranch Park. RECOMMENDATION: Staff recommends that the City Council approve Resolution No. 19-04, approving plans and specifications for the construction of the Citrus Ranch Park Picnic Shelter (CIP No. 20081) and authorizing the City Clerk to advertise for bids. FISCAL IMPACT: The Citrus Ranch Park Picnic Shelter is funded with Park Development dollars as part of the 2018-2019 Capital Improvement Program. The total budget for the project, including design, is $199,650. The engineer's estimate for the construction of the picnic shelter is approximately $155,000. CORRELATION TO THE STRATEGIC PLAN: This project advances Goal A of the City of Tustin Strategic Plan regarding Economic and Neighborhood Development by making improvements to existing parks to expand recreational activities. BACKGROUND.- Citrus ACKGROUND:Citrus Ranch Park was opened in 2010. In the original design of the park, there were two picnic shelters, one on the south side adjacent to the playground and bathroom and the other on the north side next to the lawn area. However, as part of a value engineering process leading up to construction of the park, the shelter on the north side was deleted from the project. More recently, in their annual park and facility tour, the Community Services Commission has identified the need for a shade structure in this portion of the park, which currently consists of a concrete slab and four (4) exposed picnic tables. This project is next in line on the Commission's seven-year CIP Priority List. RESOLUTION NO. 19-04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE CITRUS RANCH PARK PICNIC SHELTER (CIP No. 20081) WHEREAS, it is the intention of the City of Tustin to construct a new picnic shelter on the North side of Citrus Ranch Park, 2910 Portola Parkway, and; WHEREAS, the Parks and Recreation Services Department has presented plans and specifications for the construction of said works; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the Parks and Recreation Services Department are hereby approved as the plans and specifications for the Construction of a Picnic Shelter at Citrus Ranch Park (CIP No. 20081); BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the completion of work specified in the aforesaid plans and specifications. Yasuda, City Clerk The picnic shelter was designed by James Mickartz Architect (JMA) to reflect a similar aesthetic to the existing shelter on the south side of the park. This includes wood beams and rafters, stone veneer covered columns, and a concrete tile roof. It is expected that the addition of this amenity at one of the City's most popular parks will result in increased rental revenue.
