SUBJECT: APPROVAL OF AMENDMENT NO. 3 TO EMPLOYMENT AGREEMENT
WITH MATTHEW S. WEST, AS ACTING CITY MANAGER
SUMMARY:
This agenda item calls for the City Council to consider approval of Amendment No. 3 to
the Employment Agreement with Matthew S. West to serve as Acting City Manager.
RECOMMENDATION:
City Council discretion.
FISCAL IMPACT:
Refer to the proposed amendment.
CORRELATION TO THE STRATEGIC PLAN:
Approval of the item would advance the goal in the City's Strategic Plan to be "a high
performance organization with effective customer service provided by a professional
workforce", and correlates with the Council -approved strategy to encourage "succession
planning for all parts of the organization to cultivate and grow leadership".
BACKGROUND AND DISCUSSION:
The City's current City Manager, Jeffrey C. Parker, recently announced he will retire from
public service, with February 1, 2019 as his last day of work. On January 15, 2019, the
City Council unanimously appointed Mr. West to serve as Acting City Manager effective
February 2, 2019. Since then City staff has been negotiating a possible amendment to
the Acting City Manager's employment contract. Pending the outcome of the negotiations,
the City Council may wish to deliberate and approve a contract amendment.
If the City Council elects to consider approval of a contract amendment, the proposed
amendment will be made available to the public upon request after the closed session,
during the public Council meeting.
