HUSTON, CITY MANAGER TO: FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION OF THE WALNUT AVENUE REHABILITATION BETWEEN RED Hill AVENUE AND BROWNING AVENUE (CIP NO. 7178) SUMMARY Bids for the Walnut Avenue Pavement Rehabilitation Project have been received and a construction contract is now ready to be awarded. The proposed project will provide for removal of existing pavement sections, resurfacing of the entire street with new asphalt concrete, removal and replacement of curb ramps to comply with the latest requirements of the Americans with Disabilities Act (ADA), removal and replacement of damaged sidewalk, curb and gutter, and installation of new traffic loops and striping. RECOMMENDATION It is recommended that the City Council award the construction contract for the Walnut Avenue Rehabilitation between Red Hill Avenue and Browning Avenue (CIP No. 7178) to All American Asphalt of Corona, California, the lowest responsible bidder, in the amount of $483,483.00, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The FY 2004-2005 Capital Improvement Program (CIP) Budget provides $720,395 for the construction of the Walnut Avenue Rehabilitation between Red Hill Avenue and Browning Avenue (CIP No. 7178). Project funding for the construction phase is comprised of Measure "M" Turnback funds and City Capital Improvement Program funds. The total budgeted project funds are sufficient to cover construction, construction contingencies, construction administration/engineering support, inspection/surveying costs and material testing. This project is part of the City's on-going Maintenance of Effort (MOE) requirement to maintain eligibility for Measure M funding. This is primarily due to lower than expected prices on asphalt and roadway excavation as compared to prices received on recent projects.
