STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 19-08 TO ACCEPT IMPROVEMENTS FOR THE FY 2017-18 ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT (CIP NO. 70017) SUMMARY Construction of the Fiscal Year (FY) 2017-18 Roadway Rehabilitation and Sidewalk Repair Project (CIP No. 70017) has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council take the following actions: Adopt Resolution No. 19-08 accepting the construction of the FY 2017-18 Roadway Rehabilitation and Sidewalk Repair Project (CIP No, 70017); and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT The final construction cost for the FY 2017-18 Roadway Rehabilitation and Sidewalk Repair Project (CIP No. 70017) is $1,691,429, which includes $67,095 of work related to and reimbursed by the Irvine Ranch Water District to adjust their manhole frames and covers to grade. The final construction cost is higher than the contract amount of $1,575,500 due to increased quantities of various bid items, primarily concrete sidewalk replacement and asphalt work. The project is part of the City's ongoing Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding and is funded through a combination of General Fund, Measure M2 Fair Share, and Gas Tax. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy 5, which among other items, is to ensure continuous maintenance and improvement of public facilities to ensure Tustin is an attractive, safe and well maintained community which people feel pride. DISCUSSION The FY 2017-18 Roadway Rehabilitation and of asphalt concrete pavement repair, asphalt removal and replacement of curb ramps to Sidewalk Repair Project (CIP No. 70017) consisted concrete overlay, slurry sealing, traffic striping, and meet current federal Americans with Disabilities Act FY 2017-18 Roadway Rehabilitation and Sidewalk Repair (CIP No. 70017) February 19, 2019 Page 2 (ADA) requirements on various streets within Zone 6 of the City's Pavement Management Program. The City is divided into seven pavement zones with one zone targeted each year for pavement maintenance. Through a rolling seven-year cycle, this current Zone 6 (see attached map) is generally bounded by Santa Ana Freeway (1-5) to the north, Tustin Ranch Road to the west, Barranca Parkway to the south, and Harvard Avenue/East City Limit to the east. The project also included citywide sidewalk repair, which focuses on removal and replacement of damaged sidewalk at numerous locations throughout the city, based on an annual field survey conducted by the Engineering Division. Construction of the project is deemed complete to the satisfaction of the City Engineer and is now ready for City Council acceptance. bouolos,Z. Stack, P.E. Location Map SACity Council Items\2019 Council Items\02-19-2019\NOC for Roadway Rehab (CIP 70017)\NOC Roadway Rehab (CIP 70017).doc ATTACHMENT 1 RESOLUTION NO. 19-08 RESOLUTION NO. 19-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE FY 2017-18 ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT (CIP NO. 70017) WHEREAS, Hardy & Harper, Inc., having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: FY 2017-18 Roadway Rehabilitation and Sidewalk Repair Project (CIP NO. 70017) BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
