BACKGROUND -Concerns Many vehicles parked on Old Town residential streets. Vehicles frequently obstruct sidewalks and driveways. Individuals from other areas park in front of homes. Illegal construction and conversions to living units. Second units, new condominiums, etc. exacerbate the demand for on-street parking in Old Town. CITY EFFORTS Vehicle Counts -Old Town residential Area (2015 and 2016) Registration Address 2015 Count 2016 Count Within Old Town 51%51% Outside Old Town 49%49% Outside Tustin 35%40% Tustin Acres 20%9% CITY EFFORTS Staff met with Tustin Acres HOA Board members. Staff met with impacted residents. Old Town on-street parking capacity was surveyed. Parking Survey conducted as part of DCCP. CITY EFORTS Community survey. Community workshop. Meeting with apartment managers and owners. Continue to enforce parking violations. Continue to enforce illegal structures. PROPOSED PERMIT PARKING POLICY Attorney General Opinion Single and Multi Family 2 a.m. to 6 a.m. On-site usage required Up to $25 per permit Guest permits RECOMMENDATION That the City Council: Direct staff to mail the proposed permit parking policy and ballot/petition. Direct staff to report back to the City Council with the results of the ballot/petition to provide the basis for a recommended strategy for Council consideration.
