BACKGROUND
•A Citizen Participation Plan is required for
Tustin’s participation in the Community
Development Block Grant (CDBG)program.
•On April 18,2017,the City Council Directed
staff to review the Citizen Participation Plan,
specifically with regard to the funding
allocation procedure for public service
activities.

BACKGROUND
•In April 2007,a funding allocation procedure was
established which designated a three-year
funding cycle for public service activities.
•Three-year funding cycles provide public service
organizations with greater assurance of CDBG funding,
and allows the City to administer the CDBG program
more efficiently.
•Activities funded in year-one may continue to receive
funding in years two and three,as long as they continue
to meet the requirements of the CDBG program,as
evaluated annually by City Staff.

CITIZEN PARTICIPATION PLAN AMENDMENT
•A one-year funding cycle for public service
programs is proposed.
•Implementing a one-year funding cycle would allow
the City Council to closely monitor CDBG allocations
to activities on an annual basis,and maintain the
flexibility to make adjustments to the funding amounts
annually,based on the total grant funding made
available to the City.

ORANGE COUNTY OUTREACH
•Eleven (11 )Orange County Cities have been
sampled with regard to the length of their
funding cycles for public service activities.
•All eleven (11)of the cities sampled implement a one-
year funding cycle.
•The cities sampled include:Buena Park;Costa Mesa;
Fountain Valley;Fullerton;Irvine;Lake Forest;Mission
Viejo;Orange;Santa Ana;San Clemente;and,
Rancho Santa Margarita.

RECOMMENDATION
•That the City Council adopt Resolution No.
17-22 amending the Citizens Participation
Plan for the Community Development Block
Grant (CDBG)program,by modifying the
funding cycle for public service activities
from a three-year to a one-year funding
cycle.
