HomeMy WebLinkAboutPUBLIC ART POLICY PRESENTATION - 11.7.17City of Tustin Public Art Policy Options City Council –November 7, 2017 Purpose Public art can contribute to the cultural and economic vitality of the community and enhance the quality of life. Defined policies provide procedures for submission, commission, evaluation, acceptance, or denial of public art. Proposed Policy Options for City Council Consideration Option #1: Gifted Public Art Policy Option #2: Public Art Program Option #3: Art in Public Places Program Option #1 –Gifted Public Art Policy Outlines how City would evaluate artwork gifted or donated to the City. •The Community Services Commission would evaluate the donated / gifted art •Community Services Commission makes recommendation to the City Council •City maintains the art after installation *This option was previously presented to the City Council on May 17, 2016 Option #2 –Public Art Program The City Council establishes a Public Art Fund and strategically commissions art projects. •Public Art Commission is formed (formal body responsible for implementing Public Art Program) •Annual appropriation to the Public Art Fund •Can accept and evaluate gifted or donated artwork •City maintains art Option #3 –Art in Public Places Policy Public Art would be funded and maintained by private developers. •Development projects with a total valuation of $1.5 million dollars would be subject to contributing to public art •Developers could create and install art •Developers would have option of contributing 1% of the total project valuation to an Art In-Lieu Fee •Property owners maintain art in perpetuity •Establish Art in Public Places Advisory Committee (formal body responsible for reviewing all Public Art Applications to ensure compliance and perform program oversight) •Can accept and evaluate donated art Fiscal Impact Gifted Art Policy –Option #1 •Annual maintenance, repairs •Program budget -$1,000 -$5,000 per installation Public Art Program –Option #2 •Annual General Fund expenditure to commission artwork -$25,000 -$50,000 •Annual maintenance / repair budget -$1,000 -$5,000 per installation •Public Arts Commission -$100 per meeting per member -$3,000 -$5,000 annually Art in Public Places Policy –Option #3 •Art in Public Places Advisory Committee meetings -$3,000 -$5,000 annually Recommendation 1)That the City Council review and adopt one of the three Public Art Policy/Program options. OR 2)Refer to the Community Services Commission to provide a recommendation for City Council consideration at a future meeting. Questions?
