HomeMy WebLinkAboutOLD TOWN PARKING PRESENTATION - 2.20.18On-Street Parking Old Town Residential Area City Council –February 20, 2018 BACKGROUND 2013-15: Workshops and hearings for second residential units 3 public workshops 4 public hearing 2016: Vintage project 2 public hearings More on-site parking than required BACKGROUND -Concerns Many vehicles parked on Old Town residential streets. Vehicles frequently obstruct sidewalks and driveways. Individuals from other areas park in front of homes. Illegal construction and conversions to living units. Second units, new condominiums, etc. exacerbate the demand for on-street parking in Old Town. CITY EFORTS Community survey. Community workshop. Meeting with apartment managers and owners. Continue to enforce parking violations. Continue to enforce illegal structures. ADVISORY BALLOT In June of 2017, City Council: Directed staff to mail the proposed permit parking policy and ballot/petition to owners, residents. Directed staff to report back to the with the results of the ballot/ petition to provide the basis for a recommended strategy. ADVISORY BALLOT RESULTS Over 650 ballots mailed 269 ballots completed. 60 % support permit parking. 40 % oppose permit parking. Support –Pacific s. of Main, north of Main, and owner residents. Oppose –Apartment residents, Tustin Acres. 26 written comments received. CITY SURVEY Survey of 9 Orange County cities Initiation: petition, 5-25 residences. 5 of 9 require supermajority. 2 of 9 require majority. 2 0f 9 require no resident approval. Maximum permits issued varies. 6 0f 9 charge fees. PROPOSED PERMIT PARKING POLICY Attorney General Opinion Single and Multi Family 2 a.m. to 6 a.m. On-site usage required Annual Renewal Guest permits ALTERNATIVE ONE One permit per residence No inspection Certification required If inaccurate, it is revoked. $50 Annual Fee Provision Alternative One Eligibility Single and multiple family dwellings Permits per residence Maximum of one Time of day 2:00 a.m. to 6:00 a.m. Permit cost $50 per calendar year to offset administrative costs associated with the program. Use of on-site spaces Full utilization required. Inspection/ Certification No inspection –resident must certify that on-site parking is fully utilized. Permit renewal Annual Guest permits Up to 75 one-day permits every six months –no cost ALTERNATIVE TWO No permit limit Inspection required $50 Annual Fee Guest permits Provision Alternative Two Eligibility Single and multiple family dwellings Permits per residence No maximum Time of day 2:00 a.m. to 6:00 a.m. Permit cost $50 per calendar year to offset administrative costs associated with the program. Use of on-site spaces Full utilization required. Inspection/ Certification Inspection required that demonstrates on-site parking is fully utilized. Permit renewal Annual Guest permits Up to 75 one-day permits every six months -no cost ON-STREET PARKING CAPACITY 520 residences in Old Town residential area. On-street parking capacity of about 700 vehicles. Sufficient capacity under Alternative One. Capacity for Alternative Two is unknown and will change. Permit parking may have an impact on other areas. RECOMMENDATION That the City Council direct staff to: Set the required ordinance for first reading on March 6, 2018; Develop associated guidelines (Alternative One or Two); and, Implement permit parking in the Old Town residential area in accordance with Alternative One or Alternative Two.
