HomeMy WebLinkAboutSOLID WASTE PRESENTATION - 3.20.18REQUEST FOR PROPOSALS SOLID WASTE AND RECYCLING SERVICES MARCH 20, 2018 Staff engaged EcoNomics Inc. to aid in the preparation of the RFP and contract. An ad hoc committee of the City Council, made up of Council Members Bernstein and Clark participated in eight meetings with staff and EcoNomics between July 2017 and February 2018 to review: ▪Solid waste and recycling legislation ▪Recycling programs to address said legislation ▪Material processing and new technologies PREPARATION OF RFP AB 939 Communitywide recycling S B 1016 How recycling efforts are evaluated by CalRecycle AB 341 Mandatory Commercial Recycling AB 1826 Mandatory Commercial Organics Recycling Mandatory Multi -family Green Waste Recycling AB 1594 Green waste must be processed to count as diversion AB 901 Haulers/Recyclers/Processors must report directly to the State SB 1383 Organics landfill reduction which affects all customers LEGISLATION Recycling programs are designed to comply with all relevant legislation: ▪No Green Waste to be sent to the landfill ▪Requesting pricing for a variety of residential organics programs ▪Trash, Recycling, and Organics ▪Trash, Recycling, Green Waste, and Food Waste ▪Biweekly collection of trash ▪Bulky Item Collection increased from 2 per year to 4 per year ▪Door -to -Door Sharps Collection ▪Two Household Hazardous Waste Collection Events ▪Increase Recycling Coordinator to two full time positions ▪One City Liaison ENHANCED RECYCLING PROGRAMS Initial contract term: April 1, 2019 –March 31, 2027 Two potential one -year extensions granted based on the following performance standards: ▪Phase 1 –2022 ▪All multi -family accounts will have recycling collection. ▪All commercial accounts will have recycling and food waste collection. ▪Phase 2 -2025 ▪All multi -family properties will have food waste collection. ▪All programs will have less than 10% contamination. CONTRACT TERM AND PERFORMANCE Mandatory Pre -Proposal Meeting. All communication by proposers must be in writing and go through the City’s RFP Coordinator. If a proposer communicates with anyone else once the RFP is issued regarding the RFP, it is grounds for disqualification from the process. PROPOSER PROCESS INTEGRITY RULES City’s contract with CR&R will expire on September 30, 2018. Based on the typical time required to solicit and evaluate proposals, award a contract, and provide selected hauler sufficient time to acquire new vehicles, staff is recommending the contract with CR&R be extended to March 31, 2019. CR&R CONTRACT EXTENSION RFP to be Approved March 20, 2018 Approve CR&R Extension March 20, 2018 Mandatory Pre -Proposal Meeting April 2, 2018 Written Questions Due to City April 20, 2018 Written Responses Issued by City May 4, 2018 Proposals Due May 25, 2018 Evaluation of Proposals Begins June 1, 2018 Award of Contract (Tentative) August 21, 2018 New Contract Begins April 1, 2019 PROPOSED SCHEDULE 1.Approve the Fifth Amendment to the Contract for the Collection, Transportation and Disposal of Municipal Solid Waste and for the Collection , Transportation, Processing and Diversion of Recyclable Materials ; 2.Authorize the Mayor and City Clerk to execute the amendment on behalf of the City; 3.Approve the attached Request for Proposals for Residential Solid Waste Collection Services and Commercial Solid Waste Collection Services; 4.Authorize the Director of Public Works/City Engineer to make non substantive changes to the RFP and its attachments; and 5 .Authorize staff to solicit proposals.
