HomeMy WebLinkAboutPUBLIC ART POLICY PRESENTATION - 3.20.18City of Tustin Preferred Public Art Policy City Council –March 20, 2018 Purpose Public art can contribute to the cultural and economic vitality of the community and enhance the quality of life. Scope The preferred Public Art Policy provides for City procedures beginning with funding, commission, submission, evaluation, acceptance or denial of public art, installation, and maintenance, and if necessary, the removal of public art. Process May 16, 2016 –Staff presented Gifted Public Art Policy, City Council wanted more comprehensive policy to include commissioning art projects November 7, 2017 –Staff presented 3 Public Art Policy options. City Council referred to Community Services Commission for recommendation at a March City Council meeting In response to the City Council referral, the Community Services Commission formed a Public Art Ad -Hoc Committee: Ad-Hoc Committee Meetings •November 28, 2017 •January 4, 2018 •January 29, 2018 –Finalized preferred Public Art Policy for Community Services Commission review Community Services Commission Meetings •January 18, 2018 –Agenda item with public input from TACFA Board Members •February 21, 2018 –Agenda item with public input from TACFA Board Members. Commission recommended preferred Public Art Policy to the City Council •March 20, 2018 –Staff will present the preferred Public Art Policy recommended by the Community Services Commission Preferred Public Art Policy Synopsis •City Council appoints 5 member Public Arts Committee that administers the program. Members serve 4 year terms. •A Public Arts Fund is established for the commissioning of public art projects and public art program expenses -$15,000 annually or at the discretion of the City Council (Public Arts Committee will also raise funds for projects) •Art policy includes an artist selection process for commissioning public art projects Preferred Public Art Policy •Community Services Commission will review the Public Arts Committee initial recommendations regarding art projects •City Council shall have final decision to accept, delay, or reject gift artwork •Maintenance and removal procedures for public art (if needed) Preferred Public Art Policy •Preferred Public Art Policy includes public art site selection criteria •Option to engage an art consultant to assist with public art projects / program •Process and procedures to evaluate artwork proposed to be donated to the City Recommendation Approval of Resolution 18-17 would establish the City of Tustin Public Art Policy with related activities to begin in 2018.
